Are all villains earned?

You can use both discount methods for any villains you have earned by any method (even both for the same one you deploy). The same applies to other cards that refer to villains - you can use them with villains that are in reserved groups.

(Just note that a defeated villain cannot be redeployed by any means during the same mission.)

Quick question on that.

Do they return to your hand for the purposes still being able to use Inspirational with them?

And if not; Why?

No, because only non-unique groups return to your hand by RRG. Thus, they are not valid for Inspirational, which makes sense. (Villains are not martyrs who inspire after their death.)

I didn’t think the RRG specifically mentions non-unique when referring to where the card goes?

also, a villain could be dead or retreated but still “inspiring” to their followers. The mere memory of Vader being in the fight could spur even the simplest of ... I supppose Royal Guard... to greater heights.

It does.

RRG, Defeated said:

During a campaign, when the last Imperial figure in a non-
unique
group is defeated, the Deployment card is returned to
the Imperial player's hand and can be optionally deployed later

Emphasis from RRG.

RRG, Deployment / Campaign Deployment said:

When an initial or reserved group is defeated, except for
unique figures, the Deployment card is returned to the

the Status Phase.

 

And I think the villain being defeated would be bad for the morale of their followers. ;)

Fair point, although one can be inspired despite a morale loss. plenty of “sacrifices” can be inspiring and hurt morale at the same time.

i clearly must have misread the RRG in the past.

I guess it depends on who "sacrificed" itself for the cause.  "Canon-wise", the loss of Vader and Palpatine clearly signed the decline of the Empire.  I would doubt imperials were inspired about those losses.
