Future availability of item cards sold back

In Campaign, do item cards that are sold back during the Rebel Upgrade phase become unavailable to purchase in later upgrades of the same tier?  There’s a distinction in the RRG between returning ‘unpurchased item cards back into to the deck’ and the ‘game box’.

I think the answer is yes.

Any sold items are removed from the campaign.
