Are techniques (kata, rituals, etc.) restricted by School Rank?

I'm curious because we're finally getting around to trying it out and, in writing up an Akodo Commander, I can't help but notice that buying Iron Forest Style contributes to my progression towards Rank 2... but it's a Rank 2 Kata.

Is that a typo? Or can you buy any level of technique and it only counts towards rank sometimes?

P. 44: “In addition to the listed general restrictions in Table 2–2: Advancement Costs, some individual advancements have prerequisites. To purchase an advancement, a character must meet all of its prerequisites or the advancement must be listed in the character’s current school rank.”

So, you normally can’t buy a technique if you don’t have the prequisites but there’s an exception if the tech is listed on the table at your current rank.
