The Act card is going to say something like Objective:  When there are ??? clues on Ichtaca, advance.  Okay its possible that its just one way to advance and killing her is a second and there may be an unrelated third.

Things like this are very common in the game.  Miskatonic Museum has a lot of cards that interlock to handle the big bad.  There are many cards that kick in to explain what happens in Undimensioned and Unseen.

"Convince her you're not an enemy" is just flavor text, just like "convince Peter to follow you" or "shake Dr. Morgan out of his daze." There's going to be another encounter card (probably in the Act deck) that triggers off of Ithaca having a certain number of clues.
