Gust of Wind?

   If you cast Gust of Wind and an object is blown on to a space occupied by another character can that character claim the item?

No, you can only pick up stuff generally on your turn (and only after moving). Combat where another char attacks you and you kill them is an exception, since you can pick everything they have as reward (not really an exception, since the stuff isn't pick up, more like taken).
