The Aftermath books (which I haven't read) put in a fate for him. His role in the Emperor's rise to power made him a pariah on Naboo. By the New Republic era he was making a living as a Theed street clown as only children were willing to so much as make eye contact with him.

There was no responses to their call, and communications in SW is pretty much instant across the galaxy. So no help was coming.

Given it has been established in novels and comics the Resistance had other cells, other ships, as well as governments on their side, the silence suggests that the rest of of the resistance is either destroyed, or forced to go underground and totally silent to avoid the First Order as it conquered the galaxy.

But they'll build again. You have those arms dealers willing to sell to anyone (and who have a vested interest in keeping the conflicts going), and the people who survived Crait are mostly those who have the experience recruiting, training, and organizing for a rebellion. It will be interesting to see how much of a timeskip ep9 involves though.

actually, nothing indicates that the Resistance itself was sending people to Canto Bight to buy stuff prior to the events of TFA/TLJ. more likely, those arms dealers were selling to the New Republic planetary/regional governments which were in turn funneling some of those purchases to the resistance (like the T-70's)

and the Resistance post TLJ doesn't have the funds or connection to go directly to those guys anyway. more likely they'll do like the Rebellion did under the Empire.. make due with whatever they can get from uparming civilian craft, salvaging abandoned gear from older wars, and steal from the FO military, while building up a network of contacts with disaffected individuals, governments, and organizations willing to foot the bills and act as middlemen to obtain proper uptodate military hardware.

I have to call foul on that story.  What child would be willing to make eye contact with him?
