Obviously this works during the Draw Phase ...Honor biding  but does it work during duels as well?

Yes the duel bid is also an Honor Bid as per the RRG.

I tend to agree. I can think of a couple determined duelists who like to bid high that this would be particularly devastating against.

I would like to see this as a full-art promo like the other 'way of's.  I also want enough cards to make a complete neutral-imperial deck (then you can 'splash' in two other clans).
