What are the 'clan seal cards' that are shown in the picture as prizes for Kotei events? Do we know if these will be released as part of the first cycle, or what the effects are?

They have not been spoiled as far as I know, and the image is too lower rest to make out the text. 

They are all 0 zero cost attachments
They all give +1 mil OR 1+ pol depending on the clan.
The first word of the game text is not bolded, so they are not an action, reaction, or interupt. 
They all look like they have their respective clan icons in the text.
