Quickdraw vs Jostero

If Quickdraw use electronic baffle, and lose a shield in activation phase, who hits first? Quickdraw or Jostero?

a.-Quickdraw because if pilot skill 9
b.- the player who have initiative because the attack is not in combat phase
c.-Quickdraw because he is activating the effect of lose a shield first

Any time both players have an effect happening off the same trigger, it resolves in initiative order.

As others said, initiative. But I'd like to mention PS is only used to determine the order of placement, move, and combat activation (aside from specific cards that refer to it). And just like when one of those things ties, initiative is the breaker always.
