Ruthless Tactics means resolving that Hounds Tooth resource face for six rather than four, and on the Heroes R2-D2 ups the value of any Resource-Cost face. If that is the case, Chopper would be really undercosted and would make all other droids (besides C3PO) obsolete/useless. Nevertheless: Chopper + C3PO = 1 electroshock per turn... Yeah, that is the thing, Chopper needs a lot of help and so many other ways to do dice removal. I could be wrong, but I just don't see him in any tier 1 deck.
