Depends on your definition of bad, the CAD is controlled to be weaker than the USD to encourage them to inport from us, near parity was bad for a lot of our exports. Oh, I'm well aware. I'm a net importer, so my definition generally means closer to parity is better. For me. In the Team Covenant video (around 1:01:00) they show the army building restrictions for a full game. Apparently you can have 1–2 commanders, but you also must take at least three corps units – so no way to get around having a bunch of troopers, it seems. I'm not sure what the minimum number of troopers for a unit is though, maybe four or five? Kings of War has a similar 3d terrain system and I've played that online as well (Universal Battle, not Vassal).
