Obviously it must have been he who killed that random being. So the locals came to a decision. Ignoring the man's protestations of innocence, they mugged him, then shot him. Looking through his papers, they discovered a letter from an unknown being:

Whew, made it through the night. I'm not dead, which means TheToad isn't scum. Unfortunately, scum didn't try for the double shot, and we lost another 99% certified town. But these things happen.

You two are verified town by me, which means if you will go so far as to trust me in return we have a pretty solid pro-town voting block.

@WigTii I want to believe you are town, but it was untested, so either you made a smart scum play realizing that if Toad and I died it would show you were lying so you made the nightkill elsewhere to keep things unclear regarding your affiliation, or you are legit, protected us, and it just didn't work out to prove your claim tonight. I don't know which is more likely, but those are pretty much the only 2 options.

But now we need to look for likely 1 more scum somewhere in the mix of

Roc being at L-2 and L-1 for so long just con firmed scum. 

The only way this isn't GG is if toad and broba are a scum duo. Broba has never been verified to my knowledge. Would be GG if we go for Norell in that case unless we get a doc protect/redirect scum kill to themselves.
