Any time you design a card around the expectation that your opponent will be playing a specific card that's bad design.  A lot of Core was reportedly built around the assumption everyone would be playing 3 Clouds and look at the issues that's caused with overpowered card abilities once the cards got into the general pool and the realization that certain clans just don't have the resources to be running clouds consistently at all.

I think this could be balanced by changing its skills to 1/1. You're still getting a decent ability if you want to build it tall, otherwise if you honor it you're getting a 3/3 body for 2 which isn't bad. Arguably the cost could be increased to 3 as well which protects it from assassination and incentivizes making a voltron with it. If you did, I would probably even leave its skills at 1/1 to reinforce the attachments focus.

like this idea, pretty sure that's a reaction rather than an interrupt though.

So just to clarify, if it's interrupting, then do you mean for its effect to occur before the dials are actually revealed? If so, then I'd reword it to "when dials would be revealed...". If the intent is for it to be after dials are revealed, like Contingency Plan, that would be a reaction, not an interrupt (like Contingency Plan). If it's meant to interrupt the duel, but after bids are revealed, I would determine which step in the duel framework you want it to interrupt (for example, when honor is exchanged, when dueling skill is modified, etc) and reword the card accordingly.

I had some ideas for the rest of the Philosophy cycle that Duty began. All of these are non-splash conflict event cards for their associated deck, and restricted to 1 copy, even though it's bad design. They're intended to have a similar power-level to Duty, so I'm curious if I've hit the mark with any of them.

 

Courage - 1 fate (Crab)

Action: During a military conflict, choose a character - Ready that character and move them to the conflict. They cannot be bowed by opponent's cards and abilities this conflict.

There is no peril too great to break a Samurai's will or tear them from their duty.

 

Courtesy - 0 fate (Crane)

Reaction: When defending characters have been declared - You may not trigger any abilities this conflict. Each time your opponent triggers an ability this conflict, you may choose a participating character you control and honor them.

Let them scheme, and mock, and manipulate all they want. They only show us their weakness.

 

Sincerity - 1 cost (Dragon)

Reaction: When a triggered ability targets your character - cancel the effects of that ability.

You cannot change my course. I mean to accomplish what I set out to do.

 

Honor - 0 cost (Lion)

Action: Choose a participating character - If that character is honored, draw a card. Otherwise, honor them. Then repeat this effect.

From within, inspiration. From inspiration, strength. And from strength, Glory.

 

Honesty - 1 cost (Phoenix)

Action: Choose a participating character - That character's military and political skills become that character's base military and political skills.

Let us see you for what you really are. The battlefield cuts away all deception.

 

Compassion - 1 cost (Unicorn)

Action: Choose two characters you control - Move all fate from one character to another.

The strength of your companions becomes strength of your own.

 

As an alternate to the Crane one, I'm also considering "When you pass an action this round, honor a character." But it becomes quite a bit stronger when you're able to just play your actions out afterwards, assuming the opponent doesn't just pass before you're ready. I do enjoy the gameplay though of every time your opponent plays something, the Crane player just smirks and puts an honor token out.
