I'm not sure which thread this came up in some I'm creating a new one. There had been a discussion about whether or not a ship whose PS was lowered during the activation phase would need skip their activation if ships with a PS higher than their new PS had already activated.   "In response to your rules question: He would activate as the next ship since he has the next lowest pilot skill."
