Surveillance Operatives is during any activation, which is not exactly the same as during your activation, but can be argued to follow the same restrictions. Stompburger 685 Posted September 29, 2016 Well, whatever the particular ruling, I think the way that will be the most fun (and errs on the side of reducing power for balancing) will be restricting it to not while an action is being resolved.
