Double card triggering?

This has caught my eye and I can't seem to find something in the rules that says I can't, but it just seems too good to be true:

 

Can you trigger "Projection Experts" twice if you spend both an Engineering Dial AND an Engineering Token?

No, they count as one use of the engineering command.

A ship cannot resolve the same command more than once per round.  from the rule book.

The limiting factor in your example is that you can only execute a given command up to once per ship activation; spending both the token and the dial counts as one resolution of the command.
 

A ship can spend both a command dial and a command
token to combine their effects. Doing so counts as a
single resolution of the command. For example, a ship
can increase its speed twice by spending a nav command
dial and a nav command token.

 

That said, there is no other mechanism preventing you from resolving the card twice, so if there were to be some upgrade card that allowed you to resolve the repair command twice, somehow, you could gain the benefit of PE twice.  That's not currently a possibility in the game, but it could happen in the future.

 

So, in response to your question, no, there is no specific rule preventing you from resolving the effects of a given card twice in any arbitrary time period.  Generally the card will be designed with some other mechanism to limit its use, like "while attacking" or "exhaust this card".
