Magic cards and when can they be played?

Hi,

New to this game and have a few questions about Magic card plays in Kingdom Hearts.

1) Can a player play Magic card(s) despite who's turn it is and what phase they're in?

I'm under the assumption that Magic cards can be played any time as long as the required Magic lvl is reached among cards I control.

 So if we are in the challenge phase and u power up your player card with tigger +8 i can play gravaga Lv4 with my donald Lv4 to kill off your tigger to stop the +8?
