I imagine Bullfrog would still move itself rather than Upayoga, but since the bit about the runner changing servers is in parentheses, it isn't clear if the runner should still move, or if that is simply extra instructions for when the runner is actually encountering Bullfrog. I think the parenthetical was originally written as reminder text, but without it one might assume Bullfrog politely steps out of line and lets the runner continue. But, clearly Bullfrog's subroutine has the power to change what server the runner is running on, so... Yeah. It does that thing.
