It gives you five activations that will help ease your opponents ships into red range of your main hitters before they activate,hamper aggressive a five activation lists that need last/first activation(Demo, MC30 torpedo) and give your opponents with less than five activations the sucky choice of letting you go second or suffering from a double activing salvation or yavaris. I tend to play Nebs with very little upgrades as you will need to throw some away in a game. I also hate losing that single evade. So....
