Actions per turn

If an action doesn't exhaust the card that it is on, can you use it multiple times per turn.

 

Example = Hastur

Action: Pay 3 to choose a character. That character goes insane.  

Can I use that multiple times per turn as long as I have the domains to drain?

yes you can, just like with pulp writer or mentor to vaughn.
