questions on building a dark deck

I have a few questions about making a dark deck.

1. Can Dark Riku use equipment cards? I also have an Ansem and his card says he can't use equipment cards.

 

2. When useing Dark/Nobody cards as friends, do they follow the same rule as playing regular friends? I.E. I can't play a level 4 Dark card unless I have a Lv 3 dark card in play first?

1) If it says if can be used by Riku (this changes with Way To The Dawn where it specifies a Player/Light Riku), Dark Riku can use it.

2) In that respect, yes. You have to play a level 1 to play a level 2...unless you have end of the world lvl 2, in which case lvl 3 and lower count as level 1 when being played.
