If you were Emperor Palpatine, how would you keep control of the Galaxy?

It is after the clone wars and your mind has been shunted into the Emperors body. You have all of his Force powers and his lightsaber training and you know how to use them. It is just after the Republic has fallen and Vader got his shiny new body. What do you do with the Galaxy?

Keep the support of the people. Don't legalize slavery, and actually stamp it out. Don't start using my power just because I have it. Do keep military development and construction going but use the military more surgically. Offer amnesty to any former CIS forces who surrender and aren't guilty of war crimes. Make finding and punishing anyone in the Imperial government who abuses their authority priority one. Be more gentle to the former CIS worlds then the Empire was though increase the taxes of the richer CIS worlds enough that they feel it while using the money to rebuild devastated worlds, treat wounded soldier on both sides, and help take care of war orphans. Crush any groups that take up arms against me swiftly and hard enough to prove I am not soft but ignore talk against me as long as it stays just talk.

Just let the senate eff about as they always did. (But make it so that I can veto anything so I can asume total control when I need to.) Why would a sith even want to rule the galaxy? The jedi got wiped out so we've already won.

 

and NO putting all my eggs in one baskett by building a death star. A small fleet of SSDs should work a lot better.

an easy and obvious answer:

 

fear will keep them in line. So I order to build a deathstar.

 

All the kings said I was daft
to build a deathstar in a swamp, but I built it all the same, just to show
'em. It sank into the swamp. So, I built a second one. That sank into the
swamp. So I built a third one. That burned down, fell over, then sank
into the swamp. But the fourth one stayed up.

An' that's what the galaxy's gonna get, lad -- the strongest deathstar in these islands.

I would keep the people focused on a (controllable?) bogeyman from beyond, hyping up or inventing villains OUTSIDE of the citizenry. As an enemy figurehead, I'd maybe keep the threat of General Grievous or some rogue Jedi general alive.

So basically tell the people that you need to have storm troopers on every street and "apropriate response capability" with the death star, because of terrorist leader admairal Ackbar and his band of armed insurgents. :)
