They are Star Wars cosplayers who dress up in highly detailed (meaning authentic to the movie props) Imperial uniforms, storm trooper armor, etc. They have a forum where you can get lots of information on stuff like this. For instance, through that site I was able to find someone who made me a fantastic replica Imperial grand admiral's badge for $20.
