Spy: Infiltrator does this solidly (Dodge, Frenzied Attack, Soft Spot... heck, all of it).

BRA 3, AGL 3, CUN 3 (90xp, depending on your species).

 

Scout (for Stalker and Quick Strike) becomes a good 2nd specialisation, when you've got 20xp to spare (never during character creation, though).
