sigmazero13 102 Posted April 27, 2015 (edited) Yes, only the Hacan have the ability to trade Action Cards. Without them in play, players cannot make Action Card trades with each other. Even with Hacan in play, all trades technically must go through the Hacan player. IE, if Hacan is Player A, and Players B & C want to trade, Player A can "allow" this, but technically Players B and C have to give their cards to A, who would then in turn give them to the intended recipients. But if A wanted to be a jerk, he could keep them Of course, he'd probably have vengeance exacted on him as well.
