Only soldiers on a mission can support the squad?

Another simple question.

 

Mission-supporting Asset Cards like:

-Holo Targeting

-Revive

-Run and Gun

-Battle Scanners

 

Can be used only by the soldiers assigned to a mission / base defense, but unassigned to the task,

or
can be used by any soldier remained in the base?

 

The first option gives more in-game depth, but is problematic (got to pay for more soldiers per mission).

Second option is good to the budget, but it not feels like a real mission.

They can ONLY be paid for by soldiers still on the reserve. It's covered in the rules somewhere under paying costs.
