Advancing the Wildlings Track

For some reason, my gaming group has been advancing the Wildling Threat 1 spot each time we go into the next round. 

 

Example:

Round 1 ends, Round 2 begins, Wildling Threat moves from 0 to 2, and THEN we proceed to flip Westeros Cards 1, 2, 3...subsequently advancing the Wildling Threat each time an Icon shows up on Card 1, 2 or 3. 

 

Is this right?  Or does the Wildling Threat only advance with the Icon's printed on the Westeros Cards?

 

Help, cause if I'm playing wrong then I would LOVE to stop advancing the threat level each time we move into a new round.

During setup the Wildling Threat token should be placed on 2, then it only moves up for each Wildling Icon on the Westeros cards.  You do not move the token up a space at the end of each round.
