Exactly. Inquisitors do not have an identity beyond their role, uniform weaponry, a singular, exceedingly limited authority and built in gimmick's to reduce the requirement of proper training ensures that an inquisitor can never be more then a hunting dog for force sensitives and thus never could amount to an legitimate threat to the sith. Truth be told inquisitors were probably never intended to wipe out any remaining Jedi, but to give the children and the few corrupted Jedi a purpose until they die.

So perfectly suitable for the like's of Ezra and Kanan, who were both inexperienced and rusty respectfully and for anyone more serious? Vader would deal with it.

I think the Inquisitors were, as you said, hunting dogs. They were to find lost padawans, locate newly awakening Force sensitives (like the kids in the Rebels episode), purge followers of other Force-wielding traditions (it seems like the evidence shows that the average Jedi or Sith were more powerful than the average Nightsister, Bardottan, Gand Findsman, etc.), and the like. Their purpose was to throw a broader net and handle the easy stuff. If they ever ran into real trouble - an actual surviving Jedi knight or master, or someone like Tano or Ventress - they were expected to retreat and report, or at least die noisily, so that others (e.g., Vader) would know where to start tracking the threat.  Vader couldn't cover the whole galaxy single-handed, after all. 

In addition, any Inquisitors that got too good or too powerful would probably inevitably run afoul of either the Emperor (if they were insufficiently loyal) or Vader (if they seemed too loyal to Palpatine & were thus prospective replacement apprentices). Then, with almost 20 years of Imperial victories, there probably hadn't been a serious threat for years, so they probably got a bit rusty or overconfident in regards to serious threats, like Kanan and Ezra (who had extra training from Yoda! And back up from Ahsoka, who didn't stop learning and growing when she left the Jedi). That all puts a cap on how dangerous and powerful they can get.

For my games, at least, Force & Destiny PCs will eventually be in that same "more dangerous than expected" category.

Well, that was fun.  I haven't been able to read this thread for fear of spoilers (at 116 pages, I don't think I'm going to) but finally got to see the ending.  Quite pleased with the result.  I really like how it all intersects with the main saga, but their paths don't merge or fall into line.  I heard there are rumours of a new show...Star Wars Resistance?  Hopefully it's the same team.
