Currently existing and/or spoilered crew that can double-stack. Note that these can potentially Triple or Quadruple stack on Huge Ships. I can see intelligence agent, mercenary copilot, and flight instructor working twice, but doesn't the FAQ prohibit tactician and recon specialist from working twice since they are triggered by an action? No. Tactician isn't triggered by an action, you're thinking of Saboteur. Each Recon Spec triggers separately, but at the same time, off of the Focus action, like having multiple crits resolve off of a single attack in which you rolled 0 dice. FAQ: "Q: If a ship has more than one copy of the same card that does not require an action to trigger its ability, can it trigger all of those card abilities? A: Yes, For example, when a ship equipped with two mercenary copilots is attacking, it can change two "hit" results to two "critical" results." This doesn't help really at all with recon specialist because that is specifically with you performing a focus action, so that requires an action explicitly. Tactician says after you perform an attack, which I at least view as an action because you choose to do it, but if it isn't an action, then why? Otherwise from the FAQ: "Q: Can a ship perform the same upgrade card action or damage card action more than once per round? A: No. Having more than one copy of the same card that requires an action to trigger its ability does not allow you to perform that action more than once per round." The answer here is no, so why wouldn't this apply? That FAQ entry is referring to cards that themselves provide a new action. That is, cards with text that begins, "Action:." Recon Specialist triggers when you take an action (focus), and there is nothing that prevents two of them from each supplying an additional token. Attacks are not actions. Actions are actions. Actions occur either during the "Perform Action" step or when provided by another ability in the form of "Free Actions." As Sideslip says, this relates to actions, which is a game term, not a generic word meaning "You do something". This specific question related to the "Can only perform an action once per round" rule limit, and whether two different cards which grant an action - like two Saboteurs - give the same action (so you can only use it once) or are different actions (and hence you could use Saboteur A and Saboteur B).
