New Player with Question about Disrupt

When a character card is disrupted, is the domain still drained that was being used to summon the character? I am assuming that characters and support cards are considered effects when brought into play. Thanks ahead of time .

Playing a character is not an effect that can be cancelled. That said, if you cancel an effect, any costs (draining a domain, sacrificing something etc) are still paid for.
