Question about Psyker power costs

The advances chart lists psyker techniques as 200 apiece.

 

The psyker powers section in the book gives each power a separate cost.

 

Do I add these together?  Was the 200 in the charts a place holder number?

The cost of a Psychic Technique refers to the maximum XP cost of a power that can be purchased. if you buy a "200 XP Psychic Technique" then you can buy a technique that costs 100 or 200 XP, and you only pay the cost required. 

 

So for example if you buy it at Rank 1 you could buy Short-Range Telepathy for 100XP, or Mind Probe for 200 XP. However even if you had Mind Probe, you could not buy Psychic Scream since that is outside of your maximum XP range.
