I'll agree with most of this except:
Dewbacks - might need an even bigger change to be worthwhile.
Aat- its good but I don't think it needs a point increase right now.
I'm skeptical about changing the points on b2s as well.

I've thought this since I started playing legion, glad someone here finally said it. Personally I refuse to take any squad without a heavy weapon.

If it is on an upgrade card, it can occupy an upgrade slot. So there is a cost, just not in points. X-wing V1 used a similar design, having upgrades that occupied the missile slot but subtracted points from the ship as it did not add missiles. In this case, I'd make it a Hardpoint upgrade, preventing you from using Barrage on either the Power Harpoon or the Ground Buzzer.

I like these suggestions. My personal requests would be:
    1. Add critical 2 to the main gun.
    2. Gain a outmanouver and a dodge for moving, including compulsory moves. Seriously if it's ok for tauntauns to get two dodge tokens for moving twice, its fine for the t-47, and a guaranteed dodge token each turn with outmanouver would help its survivability quite a bit.
I'd also think about making a new upgrade for it:
    Advanced targeting array
    T-47 only weapon upgrade
This unit gains barrage. 0 points.
The cost is because you are giving up the units arsenal 2.

I wouldn't say it's really power creap. The aat and saber are about the same power level as the imperial heavies, though the at-st weapons could use a small points drop. Its more that the rebel heavies are under preforming so badly. I really want to like and use the t-47, but it needs barrage or some other offensive buff to make it worthwhile.

I don't think Phase IIs are the problem. Sure you get very decent value out of them, but people are using Invader League as a benchmark, which is fair, but enables the use of ARC Strike Teams.
So Phase IIs with activation padding are strong, but activation padding is a problem for the game as a whole.
Other results have shown the GAR to be strong but no stronger than the top options of other factions when using currently available models.
I can't speak for other players, but I'm pretty fed up with having to get as many activations onto my lists as humanly possible, never using personnel upgrades, using the cheapest possible heavy weapons, shoving strike teams into every list...

They don't "have" strike teams yet. We don't know yet what's happening in the next balancing and RRG updates. We're assuming nothing changes in regards to activations and strike teams, but I highly doubt that.

This has happened several times in FFG games and it shouldn't stop them from balancing the game properly, and to their credit, it hasn't so far.
How many people own 4 K-Wings because they were strong towards the end of X-Wing 1.0? Not so strong now...

I'm generally more in favor of improving under preforming units than nerfing over preforming units. That being said there are a few exceptions.
Rebels: I'd like to see Han, fleets, wookies, airspeeder, and landspeeder get some more love. I'd like to see strike teams nerfed, and maby a small points increase to tauntauns.
Imperials: I'd like to see vader, dewback, and at-st weapons upgrades get something (at least some small points decrease). I'd also like to see strike teams nerfed.
Republic: barc's need some love, arc trooper strike teams are definitely on the nerf list, possibly full arc trooper units as well, but I'm not sure about them yet.
CIS: droidekas need a points drop for sure, the only thing I'd think about nerfing for them right now is strike teams.
Have I mentioned how much I dislike strike teams...

I do agree that Han could come down a few points.

Vehicles can score/play the objective on Breakthrough, Bombing Run, Key Positions, and Payload.  They do lose a bit on Bombing Run as they can't pick up dropped bombs, but they make up for that by being generally faster than troopers and therefore better at dropping bombs.
I have always felt that vehicles should be able to score on Intercept.  The unit doesn't need to specifically interact with an objective, so why can't they?  I really think FFG should change this, both because it just makes sense, and it would mean that all battle decks would contain a minimum of 1 objective that vehicles could score.

What about if ffg erratad their unit type from vehicles to emplacement droid troopers? I know thats a long shot that probably won't happen, but it would fix the synergy issue with the rest of the army.

How about borrowing a mechanic from armada and giving all heavies the option to grant their controlling player one activation pass per turn?
