    Most important choices do cost you honour either way.
    Choices like "do you brutally murder the innocent and steal her stuff....or not?" are bushido on easy mode.
    Also note that it's possible for a choice to cost you honour by one tenet, and give you honour for a different tenet.
    So, in your example, exposing the Daimyo would be a violation of:
    Courtesy (embroiling a higher-status individual in a scandal) Compassion (if you believe no-one could step in and see to the heimin's welfare) Meanwhile, covering up the crime is a violation of:
    Duty (their immediate duty is to the Magistrature, who will ultimately carry the can for enforcing tax law) Righteousness (because it's a violation of the social order and 'how the world ought to work') Looking at examples, I'd say it's probably a minor breach of each. So clan perspectives:
    Crab - expose (courtesy loss halved)
    Crane - conceal (courtesy loss doubled)
    Dragon - conceal (duty loss halved)
    Lion - expose (compassion loss halved)
    Phoenix - expose (righteousness loss doubled)
    Scorpion - neutral (duty doubled, righteousness halved)
    Unicorn - neutral (compassion doubled, courtesy halved)
     
    It's an interesting situation and games like this often turn into mini ethics 101.

    You might consider looking at the NPCs' Demeanours.  I don't think anything as dramatic as changing the TN for the actions involved, but something social as suggested above.
    For example, the Venerable Provincial Daimyo is Assertive.  This makes Earth social checks against them harder, and Air ones easier.  If, for example, said Daimyo is judging a duel, they might take 2 points off someone whose preferred approach was Earth and give 2 bonus points to someone whose preferred approach was Air, because that's the way they think things should be.

    I'm a lot more confident with the transition being announced with the Phoenix sourcebook/adventure confirmed and advertised, though.

    The Warrior's Resolve kata and the Courtier's Resolve shuji are very powerful at high honor/glory scores and available at rank 1.
    As a not-too-unrealistic example, my own actual character is a rank 1 shugenja with a Yoriki title. He has Warrior's Resolve, 8 Endurance, 8 Composure, Honor 71, Glory 55.
    Let's say he gets into a one-on-one fight with some opponent who deals 5 points of Fatigue damage after armor, no crits. The opponent wins initiative.
    1) Fight without Warrior's Resolve: Opponents deals 5 damage, I hit him back for whatever damage, he hits me again for 5 damage. I have taken 10 damage, so I am Incapacitated with 2 excess Fatigue, my combat is lost, I probably die.
    2) Fight with Warrior's Resolve: Opponents deals 5 damage, I hit him back for whatever damage, he hits me again for 5 damage. I have taken 10 damage, so I I am Incapacitated with 2 excess Fatigue. I enter Water Stance if not there already, spend 1 Void Point for Warrior's Resolve and instantly heal 7 Fatigue, bringing me to 3. Since Warrior's Resolve needs no roll, I can do it both while Incapacitated, and as my bonus action in Water Stance, meaning I can still do a regular non-support action on the same turn with a roll. So I attack and hit him for whatever damage. He hits me again for 5 points of damage, bringing my total to 8. I am still standing and not Incapacitated, so I hit him again for whatever damage.
    The number of times I could attack in this hypothetical example increased by 200%, from one to three. That is a very big difference.
    Something similar might play out with Glory, Courtier's Resolve and a duel, with the main difference that there I have to use it BEFORE becoming Compromized. Still, it would probably extend the time I can duel without taking a Finishing Blow by 50+%, so another important difference.
    You might think that those mechanical differences are rather obscure, somewhere deep in two of dozens techniques, and I would both agree and think it is deliberate. Honor and Glory are central to L5R campaigns, but as struggling with the demands of Honor and Glory and their conflicts is one of the central themes, having a mechanism that clearly advantages e.g. maximizing Honor would undermine the play. Players should be free to do the dishonorable thing or the unglorious thing if they think that is what their character should do. Some shudder to remember Paladins on former D&D editions who lost their magic powers because their assassin partymember killed someone. Clearly, L5R didn't want to go into such a strict mechanical consequence of honorable or dishonorable actions.
    (Some might argue that something like Honor should need no mechanical reward, being central to the play itself, others might disagree. But the OP asked for mechanical things, so I provided some.)

    Try to talk to your players about the 'issue'.

    Maybe it isn't as bad as you thought, maybe it's even worse.
    The important thing here is not to start pushing and pulling mechanical levers to coerce them, but instead make sure that everybody is on the same page about what you are all playing and what the numbers mean.
    In short be Open, Honest and Cordial.
    But must importantly talk with the group.

    Do your players know about the advantages and disadvantages associated with high and low Honor and Glory scores? Check out page 302 for the table on when Honor mechanics kick in and 304 for the one on Glory.
    If that's not enough, maybe introduce something like the Honor rolls from previous editions? Let players reroll an action if they stake an amount of honor. Or have a Mjolnir-type katana that can only be wielded by the worthy. Or give everyone Warrior's Resolve or Courtier's Resolve for free.
    But I guess I'd say if the entire group doesn't seem that interested in Honor and Glory mechanics, maybe it's okay to just not worry about them too much.

    Pretty much the whole Kuni family for that matter - they are a shujenga school with default access to kata.
    It's no different in reverse from a bushi taking the Stolen Knowledge heritage and having an invocation.
    Note that once you've 'spent up' the Emerald Magistrate title, you get voice of authority as a title ability, but the curriculum closes - after this point, no more kata. So be sure to get any you really want!

    I know, L5R isn't a loot game like D&D, possessions aren't really important etc. But when my Asahina Artificier starts the game with Honor 60, there is only so far to go there, and it is nice to have something to reward players for besting tough challenges. A Kakita-pattern katana didn't really blow my player's minds with its power. So what are some appropriate magic items for L5R, cool on the one hand, but not too powerful on the other? To clarify, this is not stuff to throw into a normal battle's loot, they are rather quest rewards etc.
    Here are a few of my ideas:
    1) The Staff of Invocation. A khakkhara that aids in spellcasting, this artefact is highly sought after and might even tempt other shugenja into provoking a duel with the wielder or hiring shinobi to aquire it.
    Effect: When the wielder performs an invocation, the staff adds a Kept Black Die set to Opportunity and Strife to the pool. This die must be included when checking for spiritual backlash, however.
    2) The Blessed Omamori of Daikoku. A simple omamori with red kanji characters, this item was blessed by the Fortune of Waelth.
    Effect: The wearer can spent a Void Point to save it within the Omamori, where it can be spent at a later date like the wearer's own Void Points
    3) The Sword of No Blade. What looks like a beautiful katana in a Respendent sheath turns out, upon drawing, as just being a katana handle with no blade. Unless, of course, the wearer spends a Void Point upon drawing. In that case, he holds the handle of a Katana of Fire (as the invocation). The blade exists for a number or rounds equal to the wielder's Fire Ring.
    4) The Viper's Fang. This knife looks like an ordinary knife, even upon close inspection.
    Effect: All attacks made with this knife count as if it was poisened with Night Milk poison. Attacking with it counts as using poison with regards to Honor.
    5) The Blade of Wind. This fine kanata has images of clouds and dragons etched into its blade. It is said to be able to strike from afar
    Effect: If the wielder spends a Void Point, the katana's reach equals his Air Ring, for a number of rounds equal to his Air Ring.
    6) The Living Staff. Looking like a simple bo staff, this wooden staff is the home of a tree kami, transferred there willingly with the Spiritual Shackles Maho spell when its tree was dying.
    Effect: When selecting his stance, the wielder of this staff can change its size from that of a toothpick (silhouette 0) to up to 10 meters long. This also allows him to make bo staff attacks up to range 3. The kami gives the wielder the ability to once per game session importune one Earth invocation of Rank 1 to 3, per the normal rules for importuning invocations, even if the wielder cannot normally perform invocations.
    7) The Eye of Perceiving. This is a glass eyeball with a red iris. A person with the Lost Eye disadvantage can put it into the empty eye socket.
    Effect: While the Eye does not restore sight, it gives the wearer the enhancement effect of the Earth Needs No Eyes kiho while worn in an eye socket, based on the wearer's Earth Ring.
    8.) The Ivory Finger. This is a bonewhite finger prothesis with a removable fingertip.
    Effect: Wearing this magic Ivory Finger nullifies the Lost Fingers disadvantage while worn. If the fingertip is removed, an impossibly thin wire unspools that connects it with the rest of the Finger. This razor-sharp wire can be wielded as a weapon (Range 0-1, Damage 3, Deadliness 8, Razor-Edged, Concealable).
    9) Silver Hairpin. This beautiful silver hairpins has the Resplendent quality.
    Effect: The hairpin has two effects. Wearing it will hold even elaborate hairdos in perfect form, even in thunderstorms and hurricanes. It can also be used in melee as a knife with a Deadliness increased by one, and even thrown up to range 3 with Martial Arts (Ranged).

    When rolling (for example Earth / Fitness) you go to fitness, change the approach to the stance you like and press the die symbol next to it. This is how it liiks in the game chat afterwards:

    if you want to roll the exploding black die now, you can do so by clicking "Roll RIng die" in the character sheet

    I'm not sure how many of you know the iconic scene from The Princess Bride where two fencers discuss fencing techniques as they fight, but I was suddenly put in mind of it today in relation to L5R.  Here is my first attempt to replace the real world techniques with RPG kata -
     

    Inigo Montoya: You are using the Landslide Strike against me, ah? Man in Black: I thought it fitting considering the rocky terrain. Inigo: Naturally, you must suspect me to attack with Heartpiercing Strike? Man in Black: Naturally, but I find that Iron in the Mountains Style cancels out Heartpiercing Strike. Don’t you? Inigo: Unless the enemy has studied the Flashing Steel Strike… which I have. Any thoughts on whether this can be improved?

    Awesome that they still seem to be sticking with the sourcebook-and-adventure format, too.
    I love the idea for Wheel of Judgement, too. It's a great final adventure for a campaign, when you think about it.

    "Blech. Well, any preferences for the next campaign?"
    "What do you mean? I'll see you all next week for the next session..."
    "Aren't we dead?"

    Yes. If you trigger an effect during Resolve Opportunities, then it will be 'in play' for Resolve Success/Failure, unless it specifically instructs you to wait
    (for example: spending  for a critical strike says "If you succeed" so you have to wait until you actually beat the required TN before you resolve the critical strike).
     
     
    Note that you still can't use Striking as Fire multiple times, as its effect is "The next time your target suffers a critical strike, increase its severity by 1 per spent this way. This effect persists until the end of your next turn", so using it the turn you trigger it is basically identical in effect to a Razor-Edged weapon or the generic 'increase the TN of the fitness check to resist your next critical by 1' fire opportunity.
    Striking as Water, by comparison, says "Your target treats their physical resistance as 1 lower per spent this way. This effect persists until the end of your next turn" so potentially several allies can benefit, and you can benefit twice. This makes it a lot better than the generic 'ignore 1 point of target's physical resistance' because even if you don't have any allies you can benefit from the effect twice.

    I picked up my copy late last night. Taking a turn through it, it's going to be interesting getting it up on here, but I definitely like how it handles things.
    I would consider Path of Waves a must-buy for the new Trinket table alone, but the list of Rokugani and non-Rokugani names is incredibly helpful for all games. The new Kata and Shuji I want to take a look at. And I like the new 20 Questions for Character Creation. I would say that that this is the most accessible "Ronin" L5R ever, and I am looking forward to digging deeper.
