I can give some details here since I play both.
Both games are competitive but rely on entirely different mechanics. to keep it short:
Netrunner is a game of bluff and risk taking. Hidden information and its management is pivotal for wining the game. This comes with a downside: Someone knowing the card pool will have a very heavy advantage over a new player. This is also the case if you play with your partner and one of you two gets way more invested in the game than the other. Netrunner is also faster to play, as the number of actions per trun for each player is limited. Once used to it, you can get a game done in 30 minutes. Unlike L5R, faction loyalty is not that big and each faction is mostly evaluated by the tools it can provide. While distinct, each faction seems to be able to support a few strategies, all overlapping with other factions.
L5R is all about resource management. All is resource in this game ( Fate ,Honor, Cards in hand, number of provinces, characters on the table, imperial favor...)and the optimal way to squeeze the best value from what you have is the main focus. It feels way more like an eurogame than any other LCG. The game has also a lot of very high impact conflict cards that can swing the balance between players very fast. The game is also longer and you shold expect at least 1h-1H15min for a regular game, once you are used to it. L5R is heavily story focused, faction loyalty is still strong and most players are not keen on switching factions just because one got more powerfull. Game styles between clans are very different and you will have a favorite
And don't forget the setting. Cyberpunk hackers and evil corporation versus Fantasy samurais and japan inspired monsters. I personally choose both

I'm not sure exactly what you're asking, but the biggest difference between Magic and Netrunner is the sales model. Magic is sold in randomly assorted packs, and the most powerful cards are rare and hard to find.
Netrunner and other "Living Card Games" are sold in presorted packs which are not randomized.
