    What I typically do is I pick one player to be kinda the "key" or "leader" character for whatever the greater arc is, and then I design the party around it.  For this group the lead character is the Ise Zumi.  The player wanted to model an Ise Zumi after the crazy Irishman from Bravehart, talking to togashi constantly and such.
    As we built the Ise Zumi we developed that he would be widely traveled, beyond the Kaiu wall, through the burning sands, and beyond.  He had a compulsion to cure the sick, which has lead to many far reaching expeditions.  The group then became a Kuni Purifier with a lot of experience in the Shadowlands, a Unicorn who works as a bodyguard and escort beyond the boarders to the burning sands, and a Scorpion Actress with consumption.  The Monk appealed to each of these to join him on the journey, knowing of them from his previous expeditions.  The new mission is a greater story-arch involving a total free-for-all clan war across Rokugan, so the Monk would want allies with vision that goes beyond the empire, as their own clans would grow to disprove of their actions as the fractured alliances turn to bloodshed.
    As another example - I am running a second group in Otosan Uchi.  The key character here is a young courtier recently adopted into the Crane.  He is being groomed for a greater arch if he can put together the right alliances.  To aid him he's been assigned a Daidoji Magistrate who protects him and advises him in law, and a shugenja socialite who is just too friendly to refuse a request from a "friend."
    Each character does have their own drives and ambitions, but starting with 1 character fully designed (often whichever player has sorta-inspired the group) I can get the rest to fit in before we get to the specifics of clans and stats.  Sometimes its also good to just ask the players why they think their characters would work together, like did they know the other characters ahead of time?  Are they assigned by their lord to this service?  I feel this typically generates some decent organic origin story for the group, and you can play from there.

    The Discern Someone’s Qualities social objective lets a character learn game information about a target, such as advantages or disadvantages. These are then known to the character. Similarly, the Expose a Weakness outburst gives away information about the character, letting others learn a disadvantage. There are a few additional clearly defined options to learn (and subsequently know) a character's traits.
    Are these meant to present a the only options to earn such knowledge?
    Or are other ways of gaining knowledge considered permissible? E.g., one character passing on information learned via such an option to another character who did not (or could not) use it during a narrative scene, or deducing traits from observation ("when first introduced Hida Tomoe was described as being a giant standing out even amongst the other members of the Crab delegation - also, she was noted to be able to easily reach the stuff on the top of the shelf in the storage closet, just as descibed in the first bullett of the Large Stature distinction, and she just got to re-roll two dice on that Labor [Earth] check, too - I deduce she actually possessess the Large Stature distinction")?

    There are:
    Essentially "This doesn't normally happen. There's no reason it can't have happened to your character, but have a darn good reason why." (which should ideally inform your answers to later questions of the twenty).
    Especially whilst we have a limited scope of stuff in the beta, I'd always recommend that you just find an appropriate school and give it  and it's school ability a new name and coat of paint as required. 
    Any clan will have shinobi Obviously no clan will have shinobi. The training of shinobi are officially banned by Imperial Edict. But if they did want to train shinobi, then to all intents and purposes, a Crane Clan shinobi school would probably look much like the Shosura infiltrator school.
    That's another reason I don't see an issue with out-of-clan schooling; if, for example, you want to represent a Hiruma scout/messenger then the best approach at the moment is Crab Clan/Hiruma Family/Shinjo Outrider School. Obviously it won't be the Shinjo school, it'd be a Hiruma school, but aside from probably dropping the scimitar for something else (probably a club-like weapon given the Crab's fondness for blunt force trauma weapons) there's nothing wrong with the spec.

    I really enjoy Outburst. It feels like common use english rather than gamey jargon and it's evocative of what it is--emotion built up to a breaking point where you can't help it anymore and something slips out. You cry or you smile or you laugh. That seems pretty straightforward.
    Oh and awesome!
    That this is the central focus of the game; a game with magic and gods and zombies and kung fu.
    That the central focus is on the human drama of these people shouldering responsibilities that are so all pervasive and huge that they are supposed to literally negate who they are as human beings--and the impossibility of carrying around that kind of burden without your emotions suddenly and uncontrollably manifesting in startling ways.
    I love that so much.

    I like the idea that much like minor clan that there's a concept of minor family and minor school where basically you have a block of potential bonuses that aren't as good as the major versions, but you get to customize your own and name it. I like the idea that you can be dressed in dragon colors and introduce yourself as Hagiwara Yota from the Chiben Spearmaster Bushi School. And everyone is like WHAT...

    So, let me check if I got that right:
    You are looking for something that will allow players to
    customize their characters, manage Strife, and increase the chance of success (or rather, Successes). That sounds interesting.
    The only thing I wonder about is why you propose a new sub-skill mechanic for this, instead of simply using the Distinctions and Passions which are already featured prominently in the current beta rules and which already address exactly these three bullets (adding cusomization opportunities [all advantages], offering an additional way to remove Strife [Passions], and giving more control over check results [Distinctions]).
    Why add this additional mechanic with slightly different execution (ignoring Strife from a check rather than removing Strife already accumulated, adding a Success/Opportunity instead of re-rolling dice with unwanted results) but the same general goals?
    Also, if I may disgress slightly from the actual topic of the thread: The thread title is gold! Do you mind if I nick that formula?
    Just an Idea. -> Haikus might solve a lot. (And I am being completely sincere here.)

    In der Beschränkung zeigt sich erst der Meister - Goethe. Only in limitation the master reveals himself (German nor English is my first language, but that should be close enough).
    There’s truth in there for sure, but that doesn’t mean it’s entirely apt for the situation. I don’t think RPGs should be reserved for artists nor that they should require mastery before even getting started. Besides, any RPG chargen system is limited, because translating what’s quintessentially human into mechanics is inherently limited by language, simplicity requirements and many other factors. The question is whether the designers produced art in this instance, or merely something utilitarian.

    It is not only overly limiting. I also feel that the character creation was shoehorned into the 20 questions.
     
    "What is your greatest accomplishment?" I am small.
    The question should have been: What makes your character distinct? Because the answer to this question is a distinction.
     
    The order is also weird.
    I get the clan question is comes before the family and school. But the school should come become the family, because that is more defining for the character as a whole.
     
    Or let's really dive into the narrativistic rabbit hole.
    Start with: "I have found that the Way of the samurai is death. So how should your character die?" and attach a game effect to it. 
    Make that the central piece of the game and work honor, status, glory, ninjo and giri around that.
    You are not playing cannon fooder, you will not die in a random skirmish. The death of a samurai is the high point of the story of his life and you are working towards that goal.
     
    That is what I mean it doesn't do anything from a narrativistic point of view.

    I wouldn't call a scenario using advanced characters "a perfect place to start a new campaign", which the scenario claims itself to be. I would expect a campaign start to sport characters that are supposed to be out-of-chargen. 
    Again, I'm suspecting that there is no hard-locked XP-after-chargen in the chargen section, because various XP values for starting characters MIGHT be hidden in the unspoiled section of the GM part of the book talking about setting up your campaign. I would expect various XP setups to be put there, for more flexibility than hardlocking starting XP to always be Z.

    I'm saying I'll be shocked if they don't add a pool of freebie points after the 20 questions. And once they do the 20 questions will end up having more options than the old game ever did. And I'm saying be real about that 40xp from 4e, most people spend over half of it on rings, snagged a mastery or two depending on their role and then some missing skills at 1. It's not super free form like WOD or anything. You're still the same as any other shinjo family moto bushi besides a handful of skills and some advantages. Which is the same here, only there's less skills and rings to raise/hand out.

    I'd like to say that I am quite impressed with how they apparently managed to create something that at once kept all of the iconic elements, sacrificed all of sacred cows, then hybridized them together to arrive at a money-grabbing scheme enshrining all of the core motifs of the original and the literary genres it sought to evoke...
    ...but then again, this seem to be case with every new edition of every game.

    Your Noble Passion becomes your Giri (effects stay the same).
    Your Rage Passion becomes your Ninjo (effects stay the same).
    Finally, your Fear Passion becomes your Taint (effects stay the same).
    Especially the latter one is interesting, as you automatically gain a meter/ring that makes you especially susceptible to Taint...

    For some reason someone on the Discord server asked how L5R without L5R would work. Meaning we are playing in Rokugan, but not with none of the L5R rules.
    ... and for some reason my brain jumped immediately to Unknown Armies 3.
    So let me present L5R without L5R also known as Unknown Rokugan.
    The Basics
    We are using the Unknown Armies 3rd edition rules more or less unchanged. Obviously there are no firearms in the setting and rituals requireing elevators or trains have no place in this setting, but many other things work suprinsingly well.
    Identities for examples are a perfect match for the L5R schools. "I am a Kakita Bushi, of course I can write a haiku."
    Also the five shock gauges work surprisingly well and can be associated with one of the rings:
    Violence is associated with Fire, and is a no-brainer in this war torn setting. Helplessness is associated with Water, and  is a feeling that you can experience everywhere. Isolation is associated with Air, especially in the sense of being socially isolated in the rigid Rokuganni sociaty. Self is associated with Earth, and is always in question when you perform your duty, but act against your own believes. Unnatural is associated with Void, and is also always present in form of the Kami and the Shadowlands. Bushi
    The Bushi of Rokugan can be as deadly as guns. And I mean that literally, because they are using essentially the rules for firearms to deal damage.
    Bushi Training is a new identity feature. Most of the samurai weapons are melee weapons and could be used as such, but in the hands of a trained bushi they become even more devastating. Everyone who aquires this feature learns the basics and aquires one of five specialisations: jujutsu, polearms, heavy weapons, shinobi and niten.
    Weapon Type Range Damage Cap Examples Basics Short Blades Melee 35 Wakisashi, Ninja-to, Kama Long Blades Melee 50 Katana, No-dachi, Scimitar Bows Medium 40 Yumi, Dai-kyu Jujutsu Melee 30 Unarmed Combat Polearms Melee 80 Naginata, Yari Heavy Weapons Melee 120 Tetsubo, Ono Shinobi Light 30 Kusarigama, Shuriken, Blowpipes Niten Melee 70 Daisho Some weapons seem to be more advantageous than other and quite honestly they are. However haveing a long stick to poke someone on a horse might be more advantagious than wielding a giant tetsubo.
    Obviously no firearm specific rules like suppressive fire or full automaticapply... Even though full automatic katana sound kind of awesome now that I type it.
    Courtier
    The Courtier in Rokugan can hurt with words alone. Your best weapon is to stress out your oppenent and the "Coerce a Meter" feature seems rather tailor made for this. 
    Monks
    The Monks can push the limits of the human body.
    Kiho Use is a new identity feature. You can attempt to push your body beyond its limits, by performing a Violence 10 Stress Check. If it succeeds you can do all sorts of crazy things: Jumping on top of a building, holding your breath for hours, sense kami or other spiritual beings which you should not be able to percieve, or simply deal damage with your fists as if you had received "Bushi Training: Jujutsu" for the duration of a combat. Just to name a few.
    Why a violence stress role? Physical fitness is an important part of being a monk and this is exactly what is used to defend against violence. The more you harden yourself, the better you become at struggle but you will be more and more removed from society since you loose the ability to connect with people. And if you play to fast and loose with this ability you will decent into madness... In the end the rules felt like describing the path of the monk.
    Of course other professions like the Shinobi might also make use of this identity feature and the tattoos of the Dragon Clan are also covered to a good part by this feature.
    Shugenja
    The Shugenja can communicate with the Kami and cast powerful spells.
    In the end Shugenja follow the rules of adepts. There are three types of Shugenja: Void Shugenja, Elemental Shugena (Earth, Air, Fire, Water) and Specialist Shugenja (Wards of the Yogo, Bloodspeaker, Ancestors of the Kitsu, Inquisitors, etc.).
    Shugenja in generally are not restricted in the from of magick they use, except for spells which would fall under the domain of the void which can only be accessed by Void Shugenja.
    Void Shugenja have a general Omega +1 and an additional Omega +1 (+2 in total) if they try to use spells not assocciated with the Void. Elemental Shugenja have no Omega modification when dealing with their element, but if tey try to use a spell outside their domain they receive an Omega +1 or an Omega +2 if the spell is associated with the opposing element (Earth and Air are opposing, so are Fire and Water). Specialist Shugenja - as the name implies - have usually a stronger focused on certain typ of magick. Rather than being generalist, their magick serves a specific purpose. Speciallist Shugenja have Omega -1 when they work within their domain, but Omega +2 in all other cases. What stuff belongs to an element? Well apart from the obvious stuff, like Fire Shugenja can create fire, the shock gauges (stress, upbeat and downbeat skills) are also associated with an element (see the basics).
    For most shugenja the following stats are true:
    Generate a Minor Charge: You are the spiritual backbone of Rokugan. Your daily temple and prayer duties generate a minor charge per day. Generate a Significant Charge: Certain events are of major importance for the community and required spiritual guidance. When you are the Shugenja in charge of a marriages, a funerals or another major social event. Generate a Major Charge: Major charges can be aquired by directly communing with a dragon, or beings of similar spiritual power. Taboo: Being a Shugenja is a life of constant dedication. Whenever you skip a day of your duties you loose all charges aquired. Should you every aquire Bushi Training you will never be able to aquire charges in any way shape or form again. The End
    And that's basiclly it...
    This version of L5R obviously has no rules for glory or honor, but would focus more on the personal struggle of the samurai. Living in a world of war, duty, and magic and stuggling to live up to the expections which are placed on him by society.

    I concur, the current setup in the book is rather silly.
    Personally I would say it probably should be handled different from the beginning. Maybe having a general theme for the game established first, every player then build s a Giri and Ninjo that ties into that theme and thus always have everybody at the table be included in that part of the samurai drama and not just some one who got randomly determined by some dice rolling at teh beginning of a session.

    I think L5R 4ed is a very flawed system and can't stand FFG RPGs (d20 Horizon was the exception).
    I don't have high hopes, but I can at least try to get the game in an enjoyable direction.
