I think the logic, Twinstarbmc, is that both effects happen at the same time, and so BEFORE you can do either of them, you must FIRST reshuffle your deck (and lose 5 honor), almost like a state-based interrupt. It stops and says, "Hang on, we can't do this yet. I need to shuffle first." Does that, then realizes in the middle of resolving the effect (or *maybe* just prior to resolving the effect) that a player has lost the game, and does that first.
The two actions are simultaneous, but necessitate a preceding action that is not simultaneous.

Yeah, WotP was MORE relevant with original Tadaka, and people weren't running that jank. I think the nerf to Tadaka was excessive, but if they were going to go that route, the addition of Secluded Shrine just because it can do a poor imitation of old Tadaka is completely unnecessary. Also feel like Restoration was hit *way* too hard. Yeah, you had to play around it, but you also kind of knew it would be somewhere, and had a clear route to do so. It encouraged playing attachments early and then scouting, and there are tons of provinces that encourage that anyways. A nuisance, but nothing outstanding that merited that kind of destruction. I'm okay with the City of the Open Hand nerf, though. Losing honor was fine, but as an engine to fuel multiple assassinates or other self-dishonoring cards that ended up just punishing the opponent was pretty harsh.
All that said, I kind of hate the idea of calling these nerfs 'Errata' as if they were some sort of printing error, and the fact that they live online only is awful. Especially if they're going to nerf cards into oblivion, just ban them instead of inventing new text.

Letter seems amazing to me, comparable to Blightning in MtG (though maybe that'd be more like loses 2 honor and discards 2 cards). Retreat really feels like it should cost 0 for taking a card in your hand. Also seems like it 'should' be a lion card, but at least it has lion on the art.
I don't know who you guys assassinated, but Lion gets no respect from FFG.
Iwasaki pupil's probably the most interesting of this bunch. This is the card that will give crane honor decks a boost towards viability. Cutting down the card discrepancy between low bids and high bids will help them not fall so far behind. It feels like it should be a conflict card, but I guess they didn't want to bring up the fact that you'd always miss the draw phase the turn you play it like that.

I can confirm I saw a ruling from devs that if the skill totals change during the course of the duel or immediately afterwards, then the skill counts have to be re-evaluated, because Toshimoko is an interrupt, so it happens before the conflict is won or lost.

Thought a little more on the Unicorn dude. With a swarm-style deck, odds of whiffing are pretty low, so he'll probably be great. 2 fate for a simple 1/1 and 2/2 is acceptable, and there's a lot more upside going on (with dumping Keepers into the discard, potentialy great 2-drops or Outskirt Sentry, Utaku Infantry, etc), so I think he'll become a staple in any deck that's running a decent density of low dudes.
That Lion attachment's really interesting to me. A lot of people are dismissing it, but I think it's got a lot of potential. I already liked Yumino's ability, so upgrading it to +3/+3 is great. Sure, Banzai exists (and in theory costs you another card in honor-tight games), but you can't Banzai political, and if you use it 2 or 3 turns, your expected value is just insane. The best part though is the ability to convert more specialized or situational cards into immediate value. Can't seem to grab that favor for Censure? Ditch it for value and turn the game around. That Voice of Honor just not activating? Get some value. Playing Taryu Jiai and your opponent has no shugenja? All the value! And, if you're too tight on money to play those expensive cards, this is literally free. I might be biased as a Phoenix that can just reuse all their spells, though. But that just means I've played Supernatural Storm, and am quite happy to turn any card in my hand into another Storm once a turn.

Here's one the custom card discord helped me work out.
    Burden of Secrets
    Scorpion Attachment - 1 Fate (1 influence)
Attach to a Shinobi character you control.
Interrupt: If you would lose honor-- Cancel that honor loss. Place that many honor tokens on Burden of Secrets.
Forced Interrupt: When Burden of Secrets leaves play-- Lose honor equal to the number of honor tokens on it.

I mean, I get the synergy with original Tadaka and softskin, but Tadaka just seems better when you don't waste 2 fate on another card? I mean seriously, just save your fate to put on Tadaka, it'll be better.

Milling is bad. It generates no pressure. It is a bad mechanic in most games, because it does absolutely nothing to advance your board state, but at least in most games it actually wins you the game if you can hit a critical mass of Mill effects. In L5R it doesn't win you the game without you also stripping honour of your opponent, and you are much more likely to win by Dishonour if you aren't wasting 2 Fate and a card on bad attachments that don't actually help you save or take Provinces, or cause an actual honour loss to your opponent.  You would be better bidding one lower than your opponent and being down a card than using this card, because you'd be up 2 Fate and create 1 honour loss, which is roughly what this would generate over the length of those rare games it actually had an impact in.

Hmm. Mostly a bunch of really solid cards, and then softskin. Mill 3 a turn is not worth 2 fate, and it seems to even give the choice to the player. If they're really that scared of your mill, they can choose the less bad option.
The rest seem pretty good though. Crane Duelist is ok, gives a flexible choice to the opponent (unless they don't have that choice due to Steward or already dishonored, then the ability is pretty great), and Duel to the Death is similar, but the effect is strong enough that it makes it worth it to set up those situations intentionally. Glad the influence is high enough to limit splash, because Scorpion could abuse that card pretty hard.
Phoenix are the clear benefactors here. I already love Kuni Yori's ability to force a random discard, and Tadaka's ability is better in two ways (no honor loss, potential to choose from more cards) with almost no downside. Plus, we've already talked about the strength of Disguised, and Tadaka is a conflict card so it will even be a true surprise. As for Earth becomes Sky, I was on the fence about this card until I read their blurb about it. Being anti-ready tech is rapidly becoming very relevant, but the fact that you can just keep a character down at the end of a turn into the next turn is insane, ALL other uses aside. With 1 influence cost, the only thing keeping it off the restricted list right now is the Earth role part. Going to be part of the standard splash options for earth role decks, in my opinion.

I believe the issue with clear sleeves is more that promo cards, from playing in tournaments, are usually slightly off-tone and glossier stock, so they are readily visible from the side and above, automatically marking them. A discerning player could see the effect even through clear sleeves. So, it's not that they are possible to mark and cheat with, it's that many decks are automatically marked, and therefore need to have opaque sleeves.

At least you showed up with the right role selected, though. Last time I went to a tournament, I was running an out of date role and had to switch my entire clan splash 😕

To be honest, this game's design is probably far more complicated than it should be and the way the company has decided to errata and restrict cards is maybe not the absolute best way possible (granted, I have seen worse). It really isn't terribly surprising that new players are getting tripped up like this and breaking so many rules accidentally. In fact, and given how difficult it can be to find opponents since our playerbase is so small and the fact that the restricted list is being updated constantly, I guess "new" would more or less extend over the majority of the playerbase.
Not much we can really do about is besides just be as lenient as possible with one another. Which isn't always the easiest thing given the fundamentally competitive nature of the game. But, in the very least, we should all try to avoid becoming like the MtG players where the primary strategy for winning is to either cheat or constantly call the judge on the opponent for every pedantic thing you can imagine with the hopes the judge will accept one of those as an excuse to disqualify someone.

If a player has multiple characters dueling on the same side, they add all the relevant skills from their characters into one number, bid ONCE, and add their bid to their total. So if you duel two enemy characters, they will add their skill together along with 1-5 from the honor bid for their total.

You may be underestimating the inherent power of flipping provinces. They could flip the most unfarmable provinces possible and the amount of information that gives you is still huge. Being able to plan around the province you are attacking is a big advantage.

Ok, I talked myself out of liking Aranat at all. In the turn 1 scenario, if you're playing with the new stronghold, they're probably just going to let you put 4 fate on him. Assuming you pass first, you'll have a 6/6 that they have any options they have at their discretion to use against it, and probably 2 conflicts that you won't even be involved in, with 1 fate to defend yourself. Worse, he's only going to flip up one of their provinces, leaving you pretty far behind in economy for turn 2. It's a slow start to a stronghold that already goes for a slow start to snowball later, which isn't a great combo. After the initial turn, he gets steadily worse, and is mostly just a good charge target, which is worth noting.
You might get better mileage out of him with a different stronghold, where your fate economy isn't dependent on an aggressive playstyle and passing first means you'll have 2 fate to work with on that first turn. People might also be more willing to reveal their own provinces, which gives you some invaluable information.
These other cards look sweet, though. Young Warrior is just good value, and nothing stops you from readying and reusing her. Wayfinders will be pretty sweet when you play them for free and drop 2 fate on them, that's some great economy. Visiting Advisor seems very useful, but I haven't wrapped my head around the strategies that back out of conflicts instead of pushing forward. Once I figure it out, I expect she'll be a staple for the 'feint' style decks. And Warriors of the Wind is what you don't want to see when your opponent is all-in on attacking the stronghold. You commit, and then they change their mind and decide to come back on the 'political' swing. Dig up that 'Well, I guess I'll just die' meme.

Unicorn will also be getting a new dynasty character that does this. Off the top of my head, I believe it was "Iuchi Farseer, 3 fate. Shugenja, 3mil 2pol (1 glory?), when it enters play, choose a province and reveal it. You'll probably want to run it if you're maximizing the stronghold.
And personally, I believe that Talisman of the Sun to Border Fortress is a safer way to reveal enemy provinces, rather than charging headlong into them.

Well, it does seem that Daisetsu isn't going to really be a traditional Emperor, which can certainly cause a Traditionalist/Progressive rift.
It isn't really about who's more likable or which one is the "good guy." This is more of an Order/Chaos fight, not a Good/Evil fight.
Sotorii is a jerkwad, but he's far more likely to preserve Bushido and the traditions of the Empire.
Daisetsu is friendly, but kinda wants to upset and overturn everything he doesn't like, which is going to put quite a lot of disarray into the Empire.

I've been on this guy's bandwagon for quite some time.  Prior to Master of the Swift Waves, Tatsuo was one of the few ways to get characters with relevant abilities into multiple battles.  The problem was that Unicorn hasn't had enough people with relevant abilities, until about now.  I had used him prior to the full release of the elemental cycle in a Unicorn/Phoenix deck to make multiple Air attacks with Seeker of Knowledge, and I was really impressed by what Tatsuo did for me then.  Now there is so much more out there and I can only imagine how much more effective Tatsuo will become as better cards come out.
I love being able to cheat static effects into multiple battles, like Ageless Crone, or Utaku Tetsuko.  While MotSW is still the better overall, card, I feel like many people overlook the importance of redundancy of effects.  When having certain abilities, or extra numbers, in a conflict matters, Tatsuo always finds a place in my deck.

You can also use it to set up extra Tsukune targets of rings you really want to claim again at the end of the conflict phase if you don't care that much about favour or are up enough on the glory count.
Severed with Tadaka will be the real soul breaker.  This now means Phoenix have 6 ways to ensure even when you go for Earth Ring while he is in play you don't get it.
