    I like this idea. For example, if you know the PC's will probably stop by their local gun shop to gear up before hitting the nemesis base, have it mapped out and ready. Then, while the PC's are at the shop calmly making notes of spare ammo reloads, marking off credits, etc, spring an ambush. Melee-armed thugs suddenly come barging out of a back room of the shop while a repeater-armed speeder pulls up in the street out front and starts raining blaster fire through the front windows. All while the party heavy starts screaming his repeater is back on the ship!
    This doesn't have to be all of the bad guys. Just a preemptive strike in an attempt to take care of the PC's before they come for the nemesis. So, after this encounter has spiked the excitement and tension, somehow force it to keep going making the PC's hit the base immediately without being completely prepared and pre-planned.

    I make it simple; I allow one application of the talent before an encounter, when the players know that combat is coming up. After that they have to spend actions on it during structured play, like any other action.

    Not sure if this fits the theme the op was looking for.
    Once had our party captured when they got into argument that end with three PC's running out of strain by poking, slapping and insulting each other. They got captured when a few guards noticed them. Three stooged our way to prison. The whole thing stared when one pc wanted to sneak by while the other wanted a direct attack on the guards. Got to give them credit for role playing there intellect 1 characters so well. Four member party with two pc had intellect 1 slapping and trying to insult each other and a third trying to get them to stop. The fourth stayed out of it. From a certain point of view this was social pvp at it's best, you haven't lived until you have heard gamorrean your mom jokes used to inflict strain on a party member. Needless to say we decided to try a new campaign and new characters soon after.

    Going to have to agree to disagree there. If the GM wants Palpatine to be a beatable character just like anything else, there's absolutely nothing wrong with that. If the GM is telling a story where the main characters are going to overthrow the Empire instead of Luke and the rest of the OT gang doing it, then I see no reason not to stat Sheev out as just a really tough foe.

    Heck, I just quit a campaign because the GM introduced Cthulhu stuff.
    No.  Absolut-HELLno.

    Might be because 500Xp doesn't look like a long campaign or a particular powerful group. For 500 xp just go with the inquisitor rules and sprinkle a few extra boni onto him. But give him at least FR3 to make sure that he has force lighting. And the Willpower to back his rolls up

    Underachiever is guess is not bad imho. He might a little to powerful if the group does not got him in a one vs party battle ... but even alone, if you use the nemesis rules for handing out an extra turn per round, he might actually doing justice to his reputation. 

    One thing to not: Is Palpy not using a lightsaber style as mix between Makashi, Niman/Jar'Kai? So maybe hand out the Presence lightsaber skill as well and maybe one goodie from the tree as well. Makashi flourish for example is nice to manage your strain and Makashi Finish is really Palpatine's style, they both fit very well to Darth Sidious lightsaber style.

    After seeing this post my wife and I decided to create a 2100xp nemesis of Sheeve. Lots of social skills, nemesis 5, high willpower and lightsaber skills, etc. Then we put 4 1000xp (our party) characters against him in a mock battle. 3 rounds later all four where down and Sheeve was criticaled twice and still handed out a butt kicking. Force lighting and improved reflect pulled it out for the old Darth. Good fun.

    But actually TCW has young Boba and he is rocks already pretty hard. Still no match for Ventress. ;-)
     
    Boba has certainly shown above average agility. 3+
    Same for Brawn 3+
    Same for Cunning 3+
    Not especially intelligent or headstrong. Willpower and Int 2.
    And the presence of a clone. 2

    Now adding reasonable XP at char gen, we would end with something like 333222, starting as Operator, getting Skip-Tracer and Gadgeteer last, to fit his movie and series appearances. We can assume reasonable most talents used there and 3 ranks of dedication acquired  to increase brawn, agility and cunning to 4. Furthermore he get some decent ranks in leadership, negotiation, cool, vigilance, weapons, etc and maybe a fourth spec. In his youth he loved to dual-wielding pistols before he switched to a jury rigged rifle. So maybe a gunslinger on top, but actually it looked more like just wielding two pistols because he can and needed the ranged light skill for grenades anyway  ;-)

    Overall he seems to be with all this around 1,000xp, outgrown by Luke at the start of Return of the Jedi. ;-)

    Oh and for Signature Abilities: "Always get my mark", Boba never bothered with "Unmatched Devastation"

    Sheeve is a power house. In game terms a brawn 2 whirlwind of death  .
    My advice to the op is use the unleash control upgrade to use force lighting as a maneuver, the force is my ally talent to preform a force power action as maneuver, unleash again and of course unleash as an action on his first turn. He can then clean up on his next turn with his light saber (use either draw closer or salecc sweep), also add niman technique and deadly accuracy lightsaber to up his damage to Jedi council dies really fast levels. This in addition to all of the parry, reflect, improved version of each, adversary 5 and a really high strain, etc. Look at the inquisitor rules as a starting point.

    And in Revenge of the Sith Sheev actually deals with 4 Council members at once. Alone. Kills two of them right away, stabby stabby Palpatine style, Kid Fisto lasts only little longer and Mace Windu is literally the only jedi in existence who can challenge Sheev Palpatine's abilities with the lightsaber.  And even he needs quite some time with his Vaapad and Shatterpoint ability to get the upper hand in their duell … just to be screwed over by Palpatine's foresee ability who was stalling for Anakin's arrival. Palp kicks Yoda still after that fight with Mace Windu …

    Palpatine really is the most powerful Sith and peak of 1,000 years of refinement.
