So it's been my experience (as someone who's worked hard to build their local group) that it's good for at least one member to have everything available to borrow. (especially if your shop has limited space or is out of stock often.) I get at least 2 of every ship and loan out often. I think that's been a vital part of new players trying new ships and eventually buying them themselves.
If I had to choose 12 expansions I'd go by this:
2.) Imperial Class
8.) mc80 HO
9.) mc80 L
12.) Corellian Conflict
This leaves out all the fighter packs, which I can ALWAYS find cheaper online (IMP 1&2, REB 1&2, R&V). It leaves out wave 0 expansions, 2 of which are under $10 on amazon right now ( Victory class, Nebulon-b, CR90). It also leaves out ships with a higher difficulty to run effectively. (Assault frigate, Raider, Interdictor, Pelta, Hammer Heads). If I were building from scratch, I'd likely go with this set up.
The other alternative, is based less on what players need but what is cheaper and needs multiple packs, which is often a good way to get players to spend money in store. With that in mind, this is the alternative:
4.) Imp 1
5.) Imp 2
10.) REB 1
11.) REB 2
(Personally I'd find it difficult to play a fleet made of these alone, but from experience these are the packs people buy in store when they wanna try new things or expand their fleets.)

I mean, maybe in the EU stuff, but again the sources are incredibly inconsistent about Home One's size and capabilities. But we know from the film model that the thing only has 4 hangar bays, and each bay is seemingly pretty small. The lambda shuttle Tydirium just barely clears the docking bay when it exits, and we can see in those scenes in the hangar bay that each bay doesn't seem to fit much more than the Falcon, the Tydirium, and less than a half dozen fighters. Seems like you'd be lucky to squeeze an entire squadron into a bay (by which I mean about a dozen snubfighters), which puts the ship's carrying capacity closer to four squadrons than ten.
Not that carrying capacity and squadron value necessarily need to correlate in the game, but with Independence already sort of staking the 'carrier' role for the MC80, I wouldn't want to let Home One step too much on its toes and would rather just make the flagship the Rebel's proper heavy brawler option.

Some new Armada stuff came out less than a month ago; the prize kits for Grand Championships. Before that there was all the Worlds stuff, and the 2018 Season 4 stuff has been making its way out over the last couple of months.
FFG are still making Armada stuff, still supporting it, and they've got 3 full expansion packs and 1 campaign pack scheduled for this year. They're also working on Clone Wars; and that's not something they'd start without a long-term plan.
The last 18 months haven't been great for Armada, but I suspect that's a combination of difficulties with FFG's manufacturing stuff, the SSD being problematic itself, orders for them to get the SSD out of the way before moving onto anything new, and the Clone Wars expansion (which is likely to involve a lot more development time without publicity).

I am in an area where there is currently no Armada at all, but the FLGS just moved to a new location and the finally have some table space. I have run some demos and got some good reactions. Problem, because there isn't a current group the owner has zero Armada product on the shelves. Owner said if I am going to keep running games he will get some product in the store and asked for my recomendations! I need to keep this controlled and I think I know what I will recomend, but the power of the hive mind is great, and other ideas are always useful. Core box is obvious, if you could only pick 12 expansions total to get started and balance both factions, what would you pick? Thanks to @Crabbok in advance for your videos in this area!

I'm guessing we will get some news at Gencon, but it will be typically FFG handling of Armada.
SSD still coming! Stay tuned for our other big ships being announced! Oh yeah, don't forget we are bringing clone wars to Armada!
That will be it. And what we will likely see is that the SSD is just barely going to show up before the end of the year. The other two ships that have been teased will be announced around Sept/Oct and slide in around Mar/April. The clone wars stuff will probably delay until late 2020 if not 2021.
FFG not only has too many irons in the fire, but now they have to consider the implications of a 25% tariff on their products. If products aren't pushing enough sales numbers, is it worth the effort into it at this point? Is there enough of a profit margin in armada vs legion products? Do they need to raise prices, and if they do so will it only lower demand which then makes titles less profitable?

Yeah, the stuff on the cards aren't actually rules, they are just "reminder text." The RRG is the actual rules. It's kind of a pain for newer players when the reminder text doesn't really line up with the rules, such as in the Palp and Veers case above.
Edit: just to clarify, I was referring to the fact that the rmeinder text for Spotter and Pulling the Strings are worded similarly but when you look in the RRG you see that you can use Spotter to give Veers an Aim token but you can't use Pulling the Strings on Palp.

Read the initial paragraph. It says that it has to be "another" friendly trooper. I wish they had put that in the reminder text. The sentence you quoted is clarifying that you can pull the strings to make a unit attack and then later when they activate they can attack again.
You can just move again instead of using pull the strings to move. Move is the only action you can do more than once per activation.

Yes, a unit is at range 1 of itself. I couldn't find a generic written rule but there's this:
"A nominated unit is at range 1 of itself."
That is speaking of a nominated commander or operative, but I can't find a reason why that shouldn't apply to every other aspect of the game.
Just out of curiosity, why would you want Palpatine to pull the strings on himself?
