I totally disagree.
I can count on one hand the cards that are really missing in the card pool right now to feel "complete" for me. I could see how a cycle worth (or two) of player cards could fill the gap in a few archetypes. I would welcome player cards, for sure.
But no.
You could tackle the 116 quests with one deck if you want. You wouldn't play 1 quest with 116 decks though. You would get soooo bored.
To play this game, you need quests way more than you need player cards.
Most of the discussion is about player cards, because it's still a deckbuilding game. But about excitement? I've seen more threads over the years of "where do you think the next cycle will be?" rather than "what archetype do you think they will bring?" (barring people wanting some specific character or item). Some people accept player cards spoilers but not encounter spoilers. The contrary is rarer IMO.
So nope. At this point, with contracts, MotK, Thorongil and Helm of Secrecy, the player deckbuilding options are infinite. The quest pool is only 116 quests. The game's variety is all about quests.
More quests is what we need.

I hope to have some fun twists and turns in the story telling.

Hopefully you feel like your ideas were honored here, and if I haven't gotten to them yet, trust that I will probably get around to it.
Also, if you are keen to create some artwork and really bring these cards to life, that would be amazing!
I applaude your creativity and willingness.
But.
This is something I already was militant with A-Long Extended Party (which I'm an active part of): I think this point of the game, it's not so much about creating new player cards.
Fan-made player cards are REALLY controversial, everyone will think they have a better design for two blue Wizards or whatever. I made my own custom "Deluxe" expansion (with 4 quests). It took me YEARS (and I was motivated). It does include player cards, but I don't showcase them a lot, because I prefer people to be playing the quests I've designed.
Designing a quest for LOTR is actually harder than throwing in a bunch of player cards idea (and again, do not misread me: I've read your Google Docs, you have a lot of good ideas, no doubt about that).
But if I were you (and I'm not so in the end, you do whatever you want :)) I would develop first the quests. The narrative, the quest mechanics you want to explore, etc. That is the most important. Quests add a lot of replaybility with the current player card pool.
EDIT: as a side note, it's even better if those quests can be played with just a Core Set (a design mistake I've made, clearly).

Yes they should be removed, it's just that I forgot to place the icons on the card, it has been corrected.
Yes, you should remove at least 1 damage.

I would agree at this point, it's just a matter of kinda re-usign pre-exsiting designs (like Arkham drew a lot of inspiration from LOTR LCG) and re-using the INSANE art quantity FFG has commissioned over the years

Yep, good spotting there, I'm French to the bone. I had to research back the name of the platz, couldn't remember much information from my Oktoberfest 2013 (or 2012? can't remember).

@Nickpes I didn't exactly brought it up. It's somewhere in the back of my mind but 1) I want to see if it's not the GenCon quest 2020 2) if it's not, I want to see if @Seastan's A Long-Extended Party team will tackle this.

I would say making assessment like "it's impossible to build a random thematic deck that would be quite successful at beating a good portion of the game" is quite unfair considering the whole cardpool (still extending, not for long, but still), especially if you don't actually own the whole cardpool. But I'm somehow not too surprised here.
Now if the "what could have been better" assessment was "it took too long to be able to build a random thematic deck that would be quite successful at beating a good portion of the game" then I would tend to agree. That's probably why the release model (like Marvel with pre-constructed ready-to-play decks) or building model (Arkham limited to 30 cards roughly with 2 cards per title and only 2 scenarios per deluxe allowing for a quicker growth of the player cardpool) has changed.

1) Against the Shadow: first real narrative of the game, and quite plausible, I like all quests, even with the Battle/SIege questing which is not too annoying with a modern day cardpool.
2) Angmar Awaneked: both the narrative and the quests are close to perfection. I rank it behind Against the Shadow because I'm a Gondor fanboy, but if I were a bit more impartial, this would be first.
3) Ered Mithrin: Fram+Beowulf narrative is really good but a few quests were a bit of a let down for me (Ghost of Framsburg, Roam Across Rhovanion)
4) The LOTR Saga: nuff said. It's only 4th because a few quest are kinda "meh" (Road to Isengard, all the Land of Shadow box, the Siege of Gondor). if it were just for the Black Riders augmented with Fog on the Barrow Downs and The Old Forest, I would rank it even the Angmar Awakened cycle.
5) Shadows of Mirkwood: following Aragorn's chase in the appendix was a clever idea, but the game was too young to really make it shine like it could have. The Nightmare version helps a bit bettering the cycle.
6) Dream-Chaser: really cool narrative even if on a weird stance with the jungles, grottos and all those undeads, but all quests are really fun, innovative and well balanced
7) Haradrim: unmemorable narrative in my opinion, ok quests
8 ) The Hobbit: first quests designed by Caleb, so they're not perfect, but I like them, especially the second box
9) Ring-Maker: those Time tokens and mechanics were just dead annoying. Too bad because the narrative covers so many things about Saruman pre-LOTR (forging of its ring, designing the uruk-hai and aligning the Dunlendings)
==> this concludes the first part of my list. Obviously it's too early to rate Vengeance of the Mordor cycle, but it would probably be on par with Ered Mithrin cycle. Anything below rank 3) was actually hard to rank, so that's why I'm taking a pause here. Because, yes Ring-Maker is 9, and Dwarrowdelf is 10, but Ring-Maker is infinitely better. So I will be finishing with:
10) Dwarrowdelf: non-sensical narrative (contradicting heavily with lore) that gets repeated twice (the saga scenario "Journey in the Dark" is more than enough to cover Moria, thanks). Most quests have a poor design and an overly thick encounter deck. Probably the worst batch of player cards. Both the two-powerful-ones that unbalanced the game for years (Glorfindel+LoV+Asfaloth) and the actual worst one is from this cycle (The End Comes). Oh, and Sleeping Sentry. Dumbest card in the game. Worst player card and encounter card of the game.

As you all now by now, FFG forums will be shutting down. Thus, a lot of interesting information and official rulings given by designers in the rules section could be lost.
