Reducing your threat has previously been defined, e.g., here: 'In every case where card text says that your threat “cannot be reduced” it means that the actual value on your threat dial cannot go down.' Something like Ever Onward never causes the value on your threat dial to go down—as you already pointed out, it prevents the value from going up in the first place—so it has no direct relation with the threat reduction prohibition on Perilous Voyage, and thus works normally.

Not sure if this was recorded for posterity here… Wrath and Ruin's 1A text doesn't make it clear whether the Makeshift Fortification made active can be from the initially chosen set of locations in the staging area, or not. On the CotR Discord, Caleb himself said: -
I believe the (1st) shadow card sets up a delayed effect that priority says must fire before Grimbeorn's Response can be triggered. So the enemy will initiate a 2nd attack and get a shadow card. But Grimbeorn's Response can be triggered during the first subsequent opportunity, which is the first action window during the attack. So if Grimbeorn destroys the enemy at that point, the 2nd attack effectively whiffs after all. However, a shadow card was still dealt. This is the reference ruling:

I think most have assumed this should be interpreted as "…poisoned characters cannot commit to the quest" (rather than "…poisoned characters cannot commit to the quest, and poisoned characters' willpowers are ignored when resolving the quest"), and chalked up Forest Stream's phrasing to early-game-wording syndrome. But I am not aware of an explicit ruling that says so. -

Caleb, in these rulings, implies you discard the AVGT cards one at a time, and Dwarf Pipe(s) must be fired immediately after a card you wish to save is discarded:

Good question. If one asked Caleb, I do see an out for him disallowing Keeping Count resources for paying… Heroes, as well as allies like Treebeard, collect resources into a resource pool, whereas Keeping Count merely gets resource tokens placed upon it. Spending may (or may not) require paying from a pool—I don't see an obvious place in the rules that specifies either way for things like Wilyador (though you do have to pay from a pool to play cards). I would recommend not asking, heh. -
For some reason, FFG did not see fit to bestow this forum with an Official Rulings thread (like they did, say, here: https://community.fantasyflightgames.com/topic/277422-legend-of-the-five-rings-official-rulings/), so I thought it might be useful to have an unofficial one for random little rulings that might not deserve an entire dedicated thread. (I encourage people to start a new thread if you do indeed want to discuss a specific ruling posted here, just to keep this thread clean.)
