It's been great everyone. Even though I feel I got started late, about a year or so before the ItmeJP stuff that made Dark Heresy super popular, the materials and games have always had a lot of heart and hard work put into them. Thanks to everyone involved.
I know i've still got a few DH2 games in me though.

This is obviously also my response when the realistic ROF argument comes up. Why am I dumping ammo slower than I was when I was practicing suppression fire, which is, by default, holding the trigger and spraying a position to such an extent that it increases your odds of a jam ?

For one kind of weapon out there, Rad. And if you do the three round semi-automatic burst (a relatively controlled method) and ten people trigger it, you've fired thirty aimed shots. It isn't feasible, and firing at that speed should be the domain of Suppressing Fire. But still, how about that pump action shotgun, or a bolt action rifle? And every other slow firing, single-shot weapons that can fire repeatedly? Or meltaguns, or webbers?

This Is what i'm referring to when I say to think tactically. Certainly not every encounter should be designed to where overwatch is ineffective. But some will! And certainly, different opponents will have different opinions on how to counter overwatch. A Mob of Orks for example; might charge right at your position! They actually expect to lose a few on the way in but when they get to you...Well, payback's a b*tch!
Now this I actually like! It doesn't change how the rule works but does apply a reasonable limit to how much you can get out of it. May I suggest a small modification? Use the entire stat Bonus but use perception instead of Ballistic skill. The reasons? There are two:
1.) Perception represents your ability to rapidly perceive and act on a given situation. so Perception bonus could be a good governor as to how many shots you might actually get off in a given round. Sort of a "It's more about your limitations then the weapon's" kind of thing.
2.) By using a separate Stat it makes it more difficult (or at least more expensive) to make a purpose-built overwatch munchkin!

This is indeed a problem, and I wasn't trying to start a fight either. It's more that there are certain limitations brought about by the nature of the game and logical inconsistencies caused by overwatch. If I had a chance I'd have large XCOM scale maps for everything and macros for everything. Often combat ends up quite claustrophobic.
I believe the rocket launcher requires a reload between shots. My terrible discovery recently though was that the flamer could be used in overwatch mode.

I did have a discussion with the developers w/ regard to overwatch. Overwatch is NOT limited by the action economy and that is the intent. The developers basically suggested encounter design as the counter to overwatch dominance.

Hi fog1234 I’m not sure how Overwatch would exceed a weapon’s rate of fire. The character is making an attack roll, which depending on the settings used for the overwatch shooting would be resolved normally. In the example in your posting, the sniper is firing single shots, so is not exceeding the rate of fire if the weapon is (1/–/–). The sniper might be making more shots than he’d normally get in a turn, but is also sacrificing doing anything else to do so. Rate of fire isn’t a measure of how many shots you can get a turn, it’s more about how many bullets go flying when you depress the trigger.

Fantasy Flight is normally pretty good about keeping quiet and NDAs. The truth is we don't know what they are cooking up, but there is nothing on the horizon. A lot of suggestion has been made that we're done for while due to Star Wars fever running rampant.

Having overwatch in the game just means that you have to setup your encounters around the idea that overwatch exists. For example, in a previous game there were a bunch of guys hanging around a lift and the party ambushed them. They were clumped up because that's how the story suggested they would be. If overwatch were still in play in that game they all would have died. This is realistic, but catching an enemy unaware doesn't make a good encounter. You've got to have your NPC enemies post guards. You're also going to take flack from your party when they start moaning about stuff popping out of the walls and floors.
XCOM:EU solves this problem with something the players hate.

'Free Scatter'
In this situation enemies scatter to defense positions as soon as they are spotted as a 'free move'. This effectively cancels the first round alpha strike that makes games with overwatch in them somewhat hard to balance.
I do think overwatch is cool. It just forces you to pull punches a lot more often.

There were a ton of good supplements made though. I've got a huge folder full of high quality Dark Heresy 1E modules. There were a ton of people working on back then. I don't know if a community expansion would be great though. People might not take it seriously.
Where I would go would be new one-shot campaigns.

I have suggested several times that with RAW overwatch in place I'd be forced to use very game-y tactics. As I've said I've nerfed it. The arguments have happened. Now I'm just reporting on the effect.
The idea of using massive hordes to me is problematic because I'm student of probability and I can't have too many entities on the board. There are certain soft limits to what I can manage. Be assured that I've run combats with over 40 individual combatants in them before. The game bogs. As GM you have to be able to crush turns very quickly. This is part of the key to GM-ing 40k well. Massive hordes also, due to a random jam, will utterly destroy the party and you don't want that. You're effectively left with ambush out of the wall/floor as your main tactic. If you keep overwatch.
The best way to run combat in Dark Heresy is small unit vs. small unit actions. 4 on 4 or so.

These were the two changes that came out of my process of talking to various people on Skype and you guys.
Overwatch Nerf : Overwatch RAW allows for a situation where players can theoretically exceed the rate of fire of their weapons. Overwatch is therefore limited to a single combat action: Full Auto, Semi Auto, or Single Shot. This agrees with the limit of a single combat action per turn.
Accurate vs. Tanks : Single 1d10 extra damage limit when dealing with armored vehicles like tanks. A tank would be something that does not have exposed crew and is covered in armor. This will be reviewed if an actual anti-tank rifle appears in the game.

I'm just waiting for another opus like Haarlock's Legacy. I can't stress how many hours I've donated to that series and that man/monster. What a masterpiece.
I also really liked the old format of bringing in a new world with campaign. This gives you these rich worlds like Sinophia, Solomon, and Quaddis.
One could argue they brought in Thaur this way, but I really didn't care for Thaur that much. To me it was just 'ending punishment crazy religion world' for my FG group.
