    Speculation time, woohoo!
I don't think there is a Descent 3.0 coming anytime soon, because I don't see any reason for doing one, and if I say that then it must be true. Anyway, sales are good for this game, there are apps on the market, gameplay is established regardless if there are grey areas or not, and there seems to be a dedicated fan-base despite concurrent products hitting the market constantly with arguably better gameplay and (not so arguably) miniatures. Releasing D3E would necessarly mean releasing new gameplay, as you don't just release a new game to put new templates on your cards and I think the miniatures are still okay for quite some time (we'll see if they still meet the standards in 1-2 years time, though... some games are currently releasing miniatures that completely puts the FFG ones to shame).
Which is good for the wallet. I'm starting a Gloomhaven campaign next time and for once I don't have to worry about having to interrupt the campaign to come back to Descent because an expansion just got released by FFG, which happened to us all the time.
There is also this general trend nowadays to streamline games to death when releasing new iterations. I like streamlining as a process, as I am not the kind of person enjoying games taking ages to finish, but there's still a danger that something working properly gets dumbed down to oblivion just to be able to advertise the game to a broader public. I´ll pass on the artistic direction going anime instead of oldschool role play art to attract the masses (videogamers in particular).
Sometimes it is good to wait for feedback before releasing more products. We´'ve been spoiled with tons of material. I feel like the latest campaigns were on the edge of exploring new directions for the game, although they did not go all the way and were made a bit too conservatively to my taste. Maybe (this is speculation) FFG is coming to a crossroad where they could either release more "stuff" to enrich the game without touching the core gameplay (in which case there is no rush), or design new types of campaigns introducing more interesting mechanisms, therefore extending the product's life. The latter being a bit risky.
There must be a roadmap for this game, and I think the most plausible reason for the lack of recent news is that the game is not prioritized at the moment, possibly because the game has already a lot of content and sells well anyway, so focus is put on other product lines trying to grow to that level of establishment.

Just finished a campaign recently vs. Challara the Necromancer. It really wasn't that hard to deal with.

The Necromancer in general is probably the weakest mage in the game (The Hexer is down there too). Its only truly powerful and unique quality is Army of Death as an infinite range area clear option for soft targets. Given that, I'd say Truthseer Kel would be the only Necromancer I'd actually be concerned about. She can be very hard to play around.

The Reanimate's enhanced attack with Vampiric Blood is strong in Act I for sure, but in Act II its actually very unimpressive. The Reanimate can never get surges better than +1 damage, which is a big problem for it.

The Reanimate is also incredibly slow, moving only 3 squares per turn. Also as Zaltyre said, it is an easy target of Overlord cards and monster abilities.

Compared with the Runemaster that, when properly equipped, can do devastating Blast attacks with very powerful surges, or apply any Condition at will, its really inferior.

As for Brightblaze, it is dependent on the Necromancer getting a good weapon. In Act II it also dies really easily. In fact, I was often able to kill it in a single attack in Act II. Once its dead, yes Challara can revive it for 'free', but then once its dead again its gone for the rest of the encounter. At that point Challara is a pretty gimpy mage, as having 3 speed is a real liability. In Act I it is too costly to kill Brightblaze in most cases, but until a decent Magic-trait weapon is acquired, it is really, really weak.

As Overlord when dealing with Familiars, just remember that they only perform one move action per round, auto-fail any conditions, and are squishy. Every time the Overlord scores a kill on the Reanimate (which is so frail and defenseless that it will die to a strong sneeze) is another resummoning.

Imagine any other situation where a lone Goblin Archer attack can deny an entire hero action and 1 stamina. The necro's inefficiencies are a *huge* boon for the Overlord

Of course, if the Necromancer is mindful, they will do their utmost to protect the Reanimate from death, but that means its being less effective too. Capitalize on that Are they using Dark Pact to take damage from the Reanimate and keep it alive? Good! That means that you are able to attack the Necromancer's health directly through striking a soft proxy target that fails against all Barghest Howls, Dark Priest's Dark Prayer, etc.

This is one reason I much prefer the 'real' game of Descent over the co-ops. The AI cannot intelligently target the hero party's weaknesses, which means certain combinations seem far stronger than they really are. Challara the Necro is pretty great in a close quarters combat against monsters that foolishly go after whoever is closest, don't block lines of sight, and don't space properly. In those situations she can put out more attacks than anyone.

However a cunning human opponent can make such occasions rarely happen in the first place by forcing the heroes to approach the monsters, race for a quest objective, snipe the familiars from afar, deny actions by forcing resummoning, etc.

Yes, often it is crucial to plan ahead and keep certain OL cards for the second encounter. In general, in encounter 1 the OL should use only OL cards if he gains a significant advantage for encounter 2.

No, when performing an attack that is part of an ability, you still have to follow all steps of an attack. Thus, if there is no valid target in step 1 (Declare Weapon and target) of the attack, it cannot be performed.
Otherwise, e.g. with Advance a Knight would be able to attack anything on the map, as there is no restriction included on the card. Wouldn't that be hilarious?

Joke aside, I´ve had a look on the web (I felt guilty too, I must admit) and while it's true company-made inserts are not easy to find, I reckon you could use the Imperial Assault one as a base, with the option to tweak it a little. After all both boxes have the same measurements and the same type of content. Worth a look? Have you tried to ask the same on BGG?
A gaming room in that container would be awesome. Who needs air, lol.

^--- A very well thought out, cogent reply.  I especially like the point of being able to tailor your game to your competition level based on the existence of so-called sub-par and/or weaker cards.

I am of the same opinion as any2cards and BruceLGL.
In addition to what they said already, I will state that I am really happy that there are "bad cards" in this game (as in heroes, classes, monsters etc.). It means I can tailor my level of competitivity to my opposition. It also means that I am forced to do the best I can with the resources given, which can be challenging. I like that. I understand if others don't, but I think it's some kind of a key feature of the game after all.
To be honest I don't think I would apply any changes whatsover unless it was made official by FFG. Even if the community jointly issued a recommendation. I would still be wanting to play by the intent of the designers. I really do salute initiatives from people willing to alter the game if they think it would make it better for them. We´re here for the fun after all.  But I am personally very happy with the game as it is. There are a few cards where I wish they´d be useable at all, but there is also so much content in that game so such thing is not a real problem. It's not like I have to choose between 5 cards and 4 of them are bad. It would have been a problem.
I think you are going to have a very hard time justifying the changes, whatever they may be. Just look at any discussion on these forums, involving players with deep experience of the game and still diverging on some opinions. People have different playstyles, oppositions, backgrounds etc. This is not to discourage you for running such initiative, but by basing it on the contested premice that something with the game needs fixing, the race will be uphill for you in my reckoning. Like I said to Rugal in his thread, nothing prevents anybody from running his/her own little project and showcase the results on these forums. But as soon as you want to seek community-approval I think the conditions are a lot harder to meet. Just be prepared to be called out.
Blood Bowl Team Manager (R.I.P.) had team factions  that were really inferior to other races. Everybody screamed for a fix to Vampires and a nerf to Humans. I think it's cool there are top-tier factions and low-tier ones. We'll give Humans to the dude who has never played the game, and I'll play the Vampires and try not to get my arse kicked. Same wth Descent. I will gladly play Word of Pain and field Fire Imps as my open groups whenever I´m looking for a challenge, or even more likely when playing with my 8 y.o.
My philosophy is to only change what is broken. There are obnoxious combinations in this game, but nothing I would call OP. There are lackluster cards in the game, but I think the vast majority is still playable in the right context. Most abilities in the game, especially from the Overlord, are situational. Their variance in effectivity can be everything between very bad and extremely good. I don't think the situational part can be removed without impacting the flavor in the game. There needs to be traps, doors opening etc. Attributes tests also incarnate the risk factor of many abilities, and contribute to the tension in this game.
