I have to agree with Bolithio. If your group is paying attention, it doesn't hinder the gameplay at all. Make the drawing of a dragon token a normal thing to do at the beginning of your turn and it goes extremely fast. I love the Dragon expansion because it gives you options and more excitement when landing on spaces with a dragon token. I have an ongoing 2-player game that's been going on for a few days (playing in the evening) and I've yet to ascend the dragon tower.
My humble opinion is that the Dragon expansion add YET ANOTHER element of danger to gameplay. We play with ALL the expansions and adding in The City and The Highlands makes the game significantly easier. However, with The Reaper, The Werewolf, and Dragons roaming about; your sense of security is greatly diminished.
Make one person be in charge of accumulating the dragon tokens on their respective cards and have them change the crown when appropriate. All the rest of the players have to worry about is randomly drawing a token from the pile (and dealing with it's effect if it's a rage or a sleep token.)
It does change the game but there are TWO SIDES to the dragon board. One side more closely resembles the default Inner region and one side lets you draw more dragon cards which, to me, is more exciting than random dice rolls to see if you move on.
Anyone else not play with the Dragon expansion?
