That's the purpose of variable costing.  It's why they introduced it. It's a great, great idea to balance these types of things which are not near equally useful on everything.
Read my next post again please. It's this exact thing variable costing would solve. Currently we ONLY see it on high I ships and it's not viable on a lower tier ship. That's what I would like them to adress.
    Maybe I need to exemplity.
E.g. they could make Juke cost
    2pt for I1-2
    3pts for I3-4
    4pts for I5-6
+2pts if the ship you fit it to can generate passive Evade tokens by ship/pilot ability, e.g. Defender, Phantom, IG-88C (+ other IGs who share title).
That would mean it cost 6pts (4+2) on Rexler with that costing ruleset, but 5 (3+2)on IG-88C and 2 (2+0) on a Cartel spacer. Adjust numbers as needed to achieve desired target balance.

The points in my example were just an example. You can replace the numbers with others, I just wanted to illustrate the principle.

I believe it is, and they should use it in as many places as they can IMO, if the objective is to make the game as balanced as possible. They just implemented it in some places initially to see how things pan out before adjustments, and probably because of time/testing constraints.

They have to adjust points in both directions otherwise why bother. Raising the cost of competitive cards without lowering the cost of non competitive cards will just end with a lot stuff never bring played.
There is a balance they just need time and info to find it

Lando/Shadowcaster isn't even one of the best lists atm. While there are certainly things that are better than others, it's no where near the degeneracy we often saw in 1.0.

You didn't quote my full statement on Juke. I didn't suggest increasing its cost flat, I suggested changing it to variable cost based on I (it's vastly more useful on I5+ than lower Init) and add extra cost for ships which gets passive Evades like the Defender and Phantom.
I also agree it's not strong enough alone per se. But it's an auto include on Whisper and Rexler.

And I'm not saying nerf it, I'm saying change to variable costing. The end cost may well end up the same for those two if FFG decide to model it that way, but cheaper for I1-2, I3-4 pilots and ships without passive Evades. You have to agree the value of Juke varies with these factors, no?
Juke cost should not be affected by Defender cost. If Defenders are too pricy, lower them. Adjust Juke separately.

And I'm arguing it doesn't need to be nerfed just because it's good on two or three specific pilots/ships. The talent isn't great against things that seem to be becoming prevalent in this early meta: Luke, ships with Perceptive Co-Pilot, etc.
Defenders are already stupidly expensive; why nerf them indirectly?

"Nushura wrote: I specifically remember Richard saying that they will use chains to balance decks in tournaments. As in, the current "official" handicap of all decks is zero but this may change in some future FAQ." "Garfield wrote
If I said that I misspoke or spoke unclearly. The FFG OP will have the final word on how this is implemented but there is a good chance handicaps won't be used in tournaments, at least in the sense that a deck has a handicap assigned before the tournament. Bidding handicaps or something like that might happen. There is no way FFG wants to be in the position of separating deck power from play skill ... and it is easy to game the system if your record determines a handicap.

That is why the chains are mentioned in the rules as being a handicapping system outside of tournaments - when you know the decks and want a fair (or more fair)game."
Especially the part of "there is a good chance handicaps won't be used in tournaments, at least in the sense that a deck has a handicap assigned before the tournament." indicates that your sentence  "or they may start each game already suffering from the chain mechanic" is more likely false than true, especially in combination with the rules indicating this.

We played and talked yesterday a lot about X-Wing and while the app is disapointing, nobody really cared. People were angry though that there were too few damage decks, so even a lot of people that ordered the core set didn't get one.

I haven't followed their social media coverage, so I don't know exactly. Here is the translation from the post from a Asmodee German worker:

    So... I only say that:
"I won't convert to the second edition, this is only money making!"
"I buy only buy those things in english"
" I will remain with the first edition"
"****, only with an app? I am out of this!"
We only heard this all the time for the last months. We have followed the surveys on Facebook. We have read multiple Posts. Our retailers did the same. The "fanbase" has made it clear, that only a small part will follow.
You can't justify that with the missing communication for the damage decks. I have said at many occasions that local stores will have them, but that we don't know exactly how we will deliver the decks to them.
And this is not only our understanding. If the retailers have thought something else, there would have been preorders. But there were non. They had the same understanding as the community. There were only complaints and everyone lamented how stupid the 2. edition is.
The end of the song: The preorders were met. The after production is running.

If a card is significantly above curve you can't create more variety with new cards without making all of them also significantly above curve. Which causes power creep and invalidates a lot of existing cards.

Maybe it's the trailer, but the animation looks really cheap without contrast and the humor and dialogues seem not only tailored to children, but also pretty childish. Which seems odd when you consider that Disney movies are normally very mature, even if their target audience are kids and both Clone Wars and Rebels had outstanding animations.

    1) T1: Dragon/Crab and Scorpion/Dragon.
    2) Hawk Tattoo isn't too strong, but it stiffles the splash choices for Scorpion and gives a T1 deck another very strong tool. It furthermore can create blow out scenarios with Shamefull Display and Feast or Famine.

On the Hawkpoon thing, while it is a good card, and it does show up in a lot of decks, I don't think it especially unbalances anything. I feel as though if it wasn't available in the same splash as let go, then dragon wouldn't be as ubiquitous. Kinda like when they put Mirumoto's Fury on the RL, competitive dragon splashes went down significantly, even though supposedly let go was the primary reason for the splash.
Unless they change how the RL works, I am not going to support putting hawk tattoo on it, because as it stands, when the original RL dropped, dragon suddenly had to pick between 4 cards that were in nearly every dragon deck, and unless one of those comes off the list, HT is only going to make that even more of a problem, and it will be extremely disappointing to have yet another good in clan card I can't play because other clans are abusing it or whatever and policy debate is better (for how I play my deck, at any rate).
While I agree we want more splash diversity, I very much disagree that HT is unbalancing or overpowered or whatever, and I don't think adding it to the current RL is an acceptable solution. If splash diversity is a problem, just print a neutral version of it, and bam, now not everyone is on dragon splash. Or, better yet, print a neutral one cost let go event, and bam now not everyone is on dragon splash (really, I'm of the opinion that let go should have been a neutral 1 cost event from the beginning, but maybe that's just me).
