I just caught that part of the regulations and they do also state that 
Expectations are not intended to exclude people from participating, but to communicate the experience that players can expect from an event.
I figure, if I get a break from work, you'll find me there, probably losing but definitely having a good time.

I'm pretty confident that the staff and most players will make sure that everyone feels at ease.
And I suppose that side events will be organized to keep busy players who won't make the cut.
However, according to the Tournament Regulations document, it is definitly going to be a premier event :
"Premier events are the highest level of competition for Fantasy Flight Games tournaments. At this top level of tournaments, players are expected to have a moderate amount of experience. Players should be familiar with not only the game rules, but also the Rules Reference and tournament regulations. The focus is on a competitive and fair environment."
Long story short, don't be afraid, we are going to play 5/7 rounds with a bunch of nice guys on our first day and enjoy a unique immersion into Rokugan the rest of the time.

As far as I'm concerned, just having lots of l5r players battling each other will be enough to make it a great weekend (of course, if Dragon wins, I won't be complaining).
 
I'd like to add that I'm still a beginner at this game and my experience in competitive play is nill... Is this an impediment to having some fun at the Kotei? Is the environment friendly to beginners or would I get kicked out at my first blunder?

For my Hero submission I thought it would be fun to be able to play Beorn as more of a dynamic skinchanger, rather then as a static version of his two depicted forms. So I thought of a double sided hero card with Beorn the Man on the Front and Beorn the Bear on the back.     As the Man, Beorn shows his hospitality by sharing his resources with the other heroes. As the Bear, Beorn demonstrates his wrath when his allies are in danger, especially if they are threatened by Orcs (Goblins).    I tried to find quotes from the Hobbit that conveyed these two side of Beorn. When Thorin and Company found refuge at Beorn's home and was given supplies and resources, I took this quote for Beorn the Man:   "Little bunny is getting nice and fat again on bread and honey,” he chuckled. “Come and have some more!”.   and after Thorin was slain during the battle of five armies, Beorn the bear went into a frenzy:   “..his wrath was redoubled, so that nothing could withstand him, and no weapon seemed to bite upon him. ”   Here is the link to the file on my Google Drive, I have also attached the file if the link doesn't work.

I do agree with neighbourTrololo.
There's no point in nerfing cards in a coop game. 
In the end, if FFG's designers ever create a popular competitive set of a rules for an optionnal competitive mode, it would still be possible to restrict or ban some of the cards implied in heavy combos, only for this mode. 

And they lived happily ever after....

Sure wish they would release an "Errata Pack," with all of the cards that have had changes made to them in it. They're getting hard to keep track of!
