    That's the sort of numerical stuff you need to test in practice. At first sight, it's still very good, but at least it doesn't make me go "What in the unholy hells IS THIS?" like the current version.
    EDIT: Actually, it's still ridiculously good - it's basically Strike as Earth that affects your whole team, with the added possibility of 0 damage outright.

    Nope. You can't Wait a Movement action, and you can't Water stance things that require rolls (like Attacks). Unless your trigger doesn't proc, in which case you can smack stuff in the face, provided anyone is stupid enough to remain next to an Utaku Battle Maiden that just charged.

    Rounds are bigger than turns. Everyone takes a TURN while you go ROUND the table, is how I memorised it.

    I'm not sure I understand your setup - do you mean I have 9 Fatigue and 12 Endurance, or that I have 3 Fatigue and 12 Endurance and thus can take 9 more Fatigue? There's no such thing as "maximum Fatigue." I'm going to assume it's the first case:
    Scenario 1: Your Fatigue is now 15. You get whatever the condition is that you get whenever your Fatigue exceeds your Endurance. Incapacitated, I think? You take no crit, unless Dude has an ability that says you do.
    Scenario 2: Your Fatigue remains as it was - you're not defending, so you don't get Fatigue. You DO take that cirtical hit, you get no condition unless the crit table says so or Dude has an ability that says so.

    Slight correction: the 2nd kept die, as written, only costs you one extra Opp. You get kept dices at 1, 2, 4 Opps.

    Buoyant Arrival is very, very good. It basically means you can extricate yourself from an Intrigue without taking further hits. If your opponent pursues, well, then THEY'RE taking a hit, because hounding someone like that is just... uncouth.
    If you're the only one fighting the Oni, then no, because Glory is only affected when people watch, and Oni don't count. If other people are watching, you can certainly take a Glory hit for people thinking you're not giving the fight against the terrors of Jigoku the solemn...cy? solemnity? the seriousness it deserves.

    Ninja aren't really that good at initiative, though. I mean, they can beat the casters, but about half the warriors leave them in the dust. This tactic alone is eating up a lot of XP on improvements: Tactics, 2 rings for Focus, Fitness, Skulduggery, Martial Arts [something], and they're still getting owned by anyone with high Vigilance, or, heavens forbid, someone with The Earth Needs No Eyes.

    Oh, slight correction to the OP: you reserve 1 die for the first Opp, and an extra die for every 2 Opps.

    Choose a character in the conflict and one of their advantages you know [they have], etc. etc.
    Does that make it clearer?
    Note that you can pick yourself (you know your advantages, obviously).
    Then, the effects of the advantage (e.g., lose 3 Strife, reroll 2 dice) apply to any check you make until the end of your first turn.
    Earth is meh, but Tactical Assessment otherwise rocks and everyone should pick it up, which just makes me sad the school I'm intending to play (Daidoji Iron Soldier) doesn't get to pick it up until rank 3 if I want to apply the full cost to levelling.

    Check a rank 3 technique, too. Coiling Serpent Style (r2) + Thunderclap Strike (r3) + trident/Ji.
    I'm pretty sure there's a resist check of some kind missing from CSS.
