1. The cost is anything you want, but you'll want to make it less or equal to the number of developments you have if you want to use it.
2. You are not tapping developments, you don't tap anything in this game. If you want to spend only 3 resources in your example, that's fine.
3. This is the risk of this card. If you do not have a development advantage and pay more than the number of developments your opponent has, he can use the tactic for free. Although, if he had a full hand and you only had that tactic left, I can see him passing on giving up his entire hand for a few cards.
It's a situational hand refresh. If you already have a lot of developments and not too many cards in your hand, it can be a great card draw tool, but your opponent can benefit from it as well if you're not careful.

If you want to be super competitive off the bat then go ahead and buy another core set, but for now just get one of the battle packs and try all the cards out. If you want more copies of a card buy more. This allows you to pick and choose to save a bit of money and see if you like cards from later battle packs more.

Do you have extra copies of each of those cards or do you just use a single core set?

This is the first LCG I've played, so I don't have much experience building decks and the like. I've been playing Empire exclusively so far and was just wondering what elements of Dwarves I should add in to boost it.

On top of that, even if they stack more than two developments in a zone you want to take out, having a twin-tailed comet allows you to move 4 developments or 2 from 2 different zones. I used all of these cards against a dwarf player to destroy both his battlefield and kingdom in one turn.

I just dug this out from ages ago, since now I actually have a local group to play with, and I want to make some decks. I don't remember anything from 2009.
Here's what I have:
2x Core Sets
2x Skavenblight Threat
2x Path of the Zealot
2x Deathmasters Dance
I used to really like Empire, and I started building a Skaven deck when they came out. Think there's anything competitive I can make with this? What should I get next?
