The droid army crosses a body of water just fine when attacking Kashyyk during RotS, so besides the normal difficult terrain they should be fine for at least a short period. There's a couple of scenes where C3P0 gets soaked in TCW so exposed wiring appears to not be a problem.

Honestly I would scrap that once per session system and give a space marine personal "cohesion" Maybe WPB, lets call it "resolve" and each solo mode ability costs a certain amount of resolve.
Once per session/ once per day things are kind of lame in my eyes.

My guess would be that Astartes conversion actually does not effect the testicles.
While Marines aren't sterile, it seems unlikely that there would be any change to their sperm.
Most if not all of the implants are more surgical than genetic, and while they are keyed to pre-existing genes do not change them significantly.
Most of the new bone and muscle is actually done by the implant which controls it, and the mortal physiology is simply carried along for the ride.
Of course, this is just idle speculation.

A Ogyrn with slam, Frenzon, and a BQ mono-great weapon.
Throwing out 2D10+21 damage pen 2, messes of up anyone's day, and keep in mind that people can only use one force field at a time.
A psyker with Soul Killer and Astral Projection would work as well, but is incredibly unfair.
Traitor marines, or Mark of Xenos/daemonhunter style lesser daemons would mess him up some, as would one of those weird Ork force mines.
    Lots of options here.

I still like the "1 plus tens column of your roll is DoS" method. It doesn't fix the problem that DoS chance is bound to the tens column of the stat, but it does remove the one DoS glitch. It's also the simplest way of calculating DoS.

What about if Adeptus Astra Telepathica was made as a 'homeworld' instead.  The act of sanctioning would effectively 'burn away' the psykers previous life, then they could be attached to the guard, or arbites as the player sees fit.

Also, sanctioning could be changed.  How about, without being sanctioned, psykers cause perils of the warp whenever they fail a test to manifest a power, and sanctioning prevents this, representing the greater amount of control a sanctioned psyker has.
