actually I think the idea of changing proablity is an excellent idea...it adds a timing element to strategy that I think was completly intentional. By reshuflfing the fate deck in fall instead of say spring or summer really impacts player choices throut the game. "let see 15 of 30 pulled and no successes" great time for diplamacy". This mechanic is so more intracate than it seems on the surface...like paker with chaos lords..I love it!
