    Rule of thumb: if there is no reason to not include a card in your deck (auto-include by some people) then the card is too powerful.

    When a location has a Travel cost, the players must pay that cost before they can travel to that location. So, Hills of Dunland is in the staging area when you trigger its Travel effect, which means you will also trigger its Forced effect when you do.

    My guess is that the intended trigger is anything that says "Discard [X] card from the top of your deck." Thus, you wouldn't get a free Miner from the bottom-deck shenanigans of the Numenor quest (nor from some hypothetical future effect that makes you "Search your deck for the highest-cost Ally and discard it").

    ACTION : transfer some of your own resources to FFG and receive new LOTR LCG cards by mail. (Limit once per month or get in trouble). If any player reaches his credit card limit, he is eliminated and must watch Youtube videos of other players playing LOTR LCG instead of playing himself.

    I would say that Toughness is classified as a "passive ability", and thus is in effect before the When Revealed timing on Thalin.
     
    From the FAQ:
    (1.37) Timing of effect resolution
    When resolving multiple effects with a shared
    condition, players should use this order of resolution:
    passive abilities first, Forced effects second, Response
    actions third.

    for me, there are no competing passive effects.
     
    Before you can attach "Fallen into Evil" you have to attach "Sword-thain" -> Your ally is now a hero.
    Then you can attach "Fallen into Evil" -> Your hero is now an enemy.

    Has there been a formal ruling that Keen as Lances reduces its own cost?  The first Keen as Lances you play should definitely cost 5, not 4.  In order to add it to the victory display, you have to use its action.  To use its action, you must first pay for the card which is 5 for the first one you play.
     
    Obviously Keen as Lances #2 is reduced by #1.

    I didn't see any hints about an order to resolve these in the Voice of Isengard rules, so I suppose it falls under the rubric of the 'simultaneous effect timing' entry in the FAQ, and you can choose the order.  So, you can win,
     
    If there is indeed a 'preferred' order, I would assume the card losing the time counter would trigger first, and you would win anyway.  Either way, you're good.  But since there is no support that I know of for a particular order of resolution when a time counter causes multiple effects to trigger, I think you can select the order.

    I think you should be able the resolve the entire first sentence completely, so you can cancel the shadow. Then, because the encounter deck is empty, you cannot, and therefore will not, deal and resolve a new shadow card.

    I´d say (guess?) that Errand Rider does not prevent you from playing Tighten Our Belts, because it specifies that you are moving a resource.
    Bifur clearly does count as spending a resource because his actions states that you must pay a resource in order to add one.
    While you can argue that the ultimate effect is the same, they are achieved in different manners mechanically.

    The prohibition about exhausted cards not adding their force icons to the force struggle only applies to units committed to the force through the normal channels (placing force commitment cards in the force phase). Even then the objective doesn´t technically have any force icons but just a passive effect.
    In short: it still adds to the struggle, even when exhausted
